Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is the Request for Proposals. No other solicitation will be issued. This is a resolicitation of services initially advertised as solicitation MSHA05-07.. The provisions and clauses incorporated into this document are those in effect through Federal Acquisition Circular 2005-03. The period of performance for this award shall be for one base year with four option periods of one year each. The Mine Safety and Health Administration (MSHA) is required to address the needs of the Spanish speaking public within the mining community by translating the MSHA web site into Spanish. To accomplish this requirement, MSHA is seeking a contractor to provide these services. This requirement is set aside for small businesses The NAICS code for this requirement is 519190 and the small business size standard is $21 million. In order to be responsive to the MSHA requirement the translation services must meet all of the following requirements. This is a combined notice and solicitation for commercial items. 1. The required translation services shall be a machine translation of all MSHA HTML based Internet web pages located at www.msha.gov and shall include Active Server pages (.asp, .aspx). 2. The translation is provided as a service from the vendor’s website, not MSHA’s. 3. The translated pages are to appear as a new page in a separate window. 4. Translation is to be done in real time (i.e., takes the page as it currently exists on the MSHA website and translates it on the fly) not a static translation that becomes out of date when the page’s contents change.
