- Description
- The Missile Defense Agency (MDA) is seeking potential sources for services in support of the Joint Defense Manufacturing Technical Panel. MDA intends to utilize its Basic Support Services Program GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) for this requirement is 541614 Manufacturing Management Consulting Services, with a size standard of $6,000,000. This requirement is unrestricted; however, MDA may limit the sources solicited to only small businesses if a sufficient number of qualified small business sources respond. All small business respondents shall confirm that their size status is (1) small as of this FedBizOpps notice date, (2) small on their applicable GSA FSS contract and (3) small under the NAICS code size standard. All three of these confirmations must be affirmative. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next (4) four weeks after this announcement?s due date, with offers due approximately four (4) weeks later, MDA will attempt to accelerate this timeline. The Joint Defense Manufacturing Technical Panel (JDMTP) support requirement includes: (1) Program Director (2) Program Manager (3) Senior Principal Engineer (4) Engineer (5) Project Analyst. The resultant order will consist of Time and Materials/Labor Hours support services contract line item (approximately 700 hours per year) and cost contract line item for ODCs. The term of the order with options is anticipated to be 1 base year and 4 1-year options. Services will be performed on and off-site and require SECRET clearance. Interested business firms are invited to submit to the contracting office as early as possible, but not later than June 15, 2005, a three page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Specific, related past/current DoD experience related to this requirement 2) Management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, and 3) personnel qualifications and experience.) If planning to subcontract, identify the firm(s) and their size status. Segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both. Responses must be provided electronically to Ms. Elizabeth Hoshaw, Elizabeth.Hoshaw@mda.mil. Acceptable sources must hold a GSA Schedule, qualify under the applicable NAICS, and be able to provide 75% of personnel with SECRET clearances at task order start date and approximately 15 days after award date.
