Description
In accordance with FAR Part 13, Simplified Procedures, and FAR Part 12 Commercial Items, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) requires a Gaseous Flow Calibration System. The National Vehicle and Fuels Emissions Laboratory (NVFEL) in Ann Arbor Michigan is the operating standard in the United States for automotive emissions and fuel economy measurement. The accurate and precise measurement of gaseous flow associated with the testing of vehicles and engines is integral to this process. The NVFEL is seeking to update its flow standardization capability, and seeks to procure a highly integrated gas flow calibrator to verify existing flow coefficients and establish flow coefficients for new gaseous flow measurement equipment. Significant features of the procured system are to be a collection of highly accurate subsonic flow venturi to several flow ranges from 200 SCFM to 3000 SCFM, auxiliary instrumentation such as pressure and temperature sensors, other hardware such as carts and connectors to make use of the standards in as efficient and mistake-proof manner as possible, and a computer-based data collection and documentation system. The EPA seeks a highly accurate calibration system with a calibration uncertainty of 1% or less assuming a coverage factor of 2. Delivery of this system and selected options to NVFEL is expected within approximately 6 months or less. This procurement is a small business set-aside under NAICS code 334513 with a size standard of 500 Employees. Award will be made using Best Value evaluation criteria. All responsible sources may submit a proposal which shall be considered by the Agency. Any firm believing itself capable of providing the required Gaseous Flow Calibration System must request a copy of the RFP in writing within fifteen (15) days of electronic posting of this notice.
