- Change in Projected Bid/Proposal Due Date to 16 June 2005. SPAWARSYSCEN Charleston intends to award a sole-source contract to Raytheon, 528 Boston Post Road, Sudbury, MA 01776-6337 for the Relocatable Over The Horizon Radar (ROTHR) Software Support Agent (SSA) part of the Tidewater Integrated Systems Branch (Code 832) of SPAWARSYSCEN Charleston. The proposed acquisition will require the contractor to provide software engineering and technical services to include program support, programming, management, training, configuration management, maintenance and integrated logistics support for the Relocatable Over The Horizon Radar (ROTHR) (AN/TPS-71) System. The ROTHR System will be used to support ongoing DOD counter narco-terrorism operations to provide detection and monitoring of drug smuggling aircraft and ships. These are highly specialized technical services on an Over the Horizon (OTH) Radar with new and legacy sub-systems and equipment. The ROTHR SSA is normally located at Naval Support Activity (NSA) Northwest Annex. The contractor must have special capabilities required in ROTHR Software Engineering, Software Analysis and Design, programming, program management, software configuration management, software quality assurance, software and hardware installation, testing and integration. A Cost-Plus Fixed-Fee, Indefinite Delivery, Indefinite Quantity, Performance Based type contract is anticipated. Award will be made for a one-year base period with 4 one-year option periods. The NAICS Code is 541330 with a size standard of $23 million. This notice of intent is not a request for competitive proposals.
