Description
The Naval Air Systems Command has a requirement for depot-level support of the CFM56-2A-2 engine for the E-6B program. The CFM56-2A-2 is a General Electric/SNECMA (CFM International) commercial engine. The E-6B has four CFM56-2A-2 engines on each of the 16 aircraft. The proposed procurement will be a Performance Based Logistics (PBL) strategy. The contractor will provide complete depot-level engine maintenance to support the needs of the entire E-6B fleet, 75 engines total (64 on-wing/11 spares) and total integrated logistics support including the provision of all spare engines, asset repair management (spares and consumables), obsolescence management, reliability and maintainability management, configuration management, commercial technology insertion, transportation, sustaining engineering (SE) and any other innovative supply support solutions plus the labor necessary for such maintenance. Use of Original Equipment Manufacturer (OEM) certified parts and components will be required. Based on current flight hour projections, the anticipated scheduled maintenance for additional workload will be one engine in FY08, nine engines in FY09, four engines in FY10, four engines in FY11, five engines in FY12, three engines in FY13, six engines in FY14, seven engines in FY15 and six engines in FY16. The anticipated unscheduled maintenance workload is four engines per year for the life of the contract. This is subject to change since forecasting for unscheduled maintenance is based on historical data. It is anticipated that the contractor will be accountable for maintaining the entire inventory throughout the duration of the contract and that the contractor will be held to the availability metrics in the contract, such as: ?h Engine Availability o 24-hours delivery to STRATCOMWINGONE, Tinker AFB with required SE o Four War Reserve engines available to STRATCOMMWINGONE at all times ?h Turn Around Time o 24-hours for War Reserve engine replacement ?h Engine Reliability o 3,400 Cycles Scheduled Maintenance o 1,750 Cycles Unscheduled Maintenance A Rough Order of Magnitude (ROM) would be beneficial for budgetary purposes. Additionally any respondent should provide information that supports their qualifications for this effort. The Navy is also interested in any and all companies that would like to hold a site tour at their facilities. AT THIS TIME, NO SOLICITATION DOCUMENTS EXIST. This presolicitation announcement is not a contract, or a request for proposal, or a promise to contract, or a commitment of any kind. The Navy will NOT assume liability for costs incurred by any offeror for travel expenses, presentations, marketing efforts or data related any data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.
