Description
The purpose of the C-5 Fuel System Maintenance Hangar project at Wright-Patterson Air Force Base, Dayton, Ohio is to provide support of C-5 aircraft. Adequate facilities do not exist at Wright-Patterson AFB to perform the required maintenance for th e C-5 aircraft. This project will be for Design and Construction of a new Fuel Maintenance Hangar. The proposed hangar will be no more than 35,154 square feet. The hangar will include space for aircraft maintenance and maintenance staff. The hangar will also include fuel cell maintenance ventilation systems, in compliance with local environmental standards. The Base Bid will be for complete design of the hangar. An option will be for construction of the hangar and all necessary services and support util ities. When the construction option is exercised, coordination with the on-site personnel will be required to keep interruptions of base activities to a minimum, and to coordinate with other construction activities going on in the vicinity of this project . Price Range: $5,000,000 to $10,000,000. This solicitation is Phase 1 of a 2-Phase Design-Build solicitation process. This process requires potential Offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation, and rating of the Phase 1 proposals, the Government will select a maximum of five highest rated Offerors to receive the technical requirements package and provide a technical and cost proposal for consider ation by the Government. The technical information contained in the Phase 2 proposal will be reviewed, evaluated, and rated by the Government. The final evaluation rating used for comparison, selection, and award will reflect both the rating received in Ph ase 1 and the evaluation rating received in Phase 2. Cost information will not be rated in either Phase, however, cost will be considered. The proposal process for this 2-Phase procurement consistes of the following: Phase 1 Proposal  Pro Forma Informatio n; Experience (Prime, Designer, Key Subcontractor, and Key Personnel); and Past Performance (Prime, Designer, Key Subcontractor, and Key Personnel). Phase 2 Proposal  Pro Forma Information; Technical Approach; Project Management (Organization, Schedule); Subcontracting Information (Past Performance and Plan); and Price Proposal Information. This project is available on compact disk only. Project specification files are Portable Document Format (pdf) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486-based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk driv e.
