- In accordance with Office of Management and Budget (OMB) Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, the Army Contracting Agency (ACA) Northern Region Contracting Center (NRCC) announces the results of the A-76 Stream lined Competition to provide oversight, coordination, integration, synchronization and dissemination of joint, intergovernmental, interagency, multinational, combined arms and collective training services performed by L3 MPRI located in Alexandria, VA for Headquarters U.S. Army Training and Doctrine Command (TRADOC), Deputy Chief of Staff for Operations and Training located at Fort Monroe, VA. The Streamlined Competition Form (SLCF) was completed on May 18, 2005, and disclosed that performance by Governmen t personnel is more cost effective than performance by private industry personnel. Accordingly, the Contracting Officer shall execute a letter of obligation with the official responsible for performing the commercial activity. In accordance with OMB Circ ular A-76 (Revised), no party may contest any aspect of this streamlined competition. The SLCF shall be made available to the public, upon request.
