Description
The U.S. Department of Energy, National Nuclear Security Administration (NNSA) intends to procure, on a sole item/sole source basis, Primavera (P3e/c) Concurrent User System, v.4.1 software (a sole item) from PM Tech, 3225 Central Ave, NE, Suite C, Albuquerque, NM 87106 (a sole source) to satisfy requirements of the NNSA Office of Secure Transportation (OST). NNSA OST has determined that Primavera (P3e/c) is the only item capable of meeting NNSA OST mission requirements, and PM Tech is the only firm capable of providing this product as the sole Primavera authorized representative in the state of New Mexico. This procurement is a Small Business Set-Aside, and PM Tech is a Small Business under North American Industrial Classification Code 423430 with a size standard of 500 employees. The NNSA decision to select Primavera (P3e/c) is based on usage of the product as part of their project management infrastructure for the past two years. To purchase different project management software would result in additional cost to OST to develop, install, and implement. Primavera system software is needed to be compatible with the existing Primavera application previously implemented by OST. Accordingly, the NNSA Service Center intends to conduct this sole item/sole source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other sources will be considered. A public solicitation will not be available. This notice satisfies the requirement of FAR Part 5 for publicizing contract opportunities. The acquisition is expected to extend over a three-year period. Any questions or comments pertaining to this action shall be faxed to (505) 284-7590, Attn: Mary Henry, NNSA Contract Specialist, not later than June 17, 2005. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace in accordance with FAR Part 5. All feedback received will be taken into consideration, however the agency reserves the right to not utilize the comments or any other information provided. This notice in no way obligates the Government to award any contract. NNSA will not be responsible for any costs incurred by responding to this Notice. NO SOLICITATION EXISTS AT THIS TIME.
