Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to acquisition for services to locate right whales on their winter calving grounds and to report the locations in near-real time to mariners operating commercial, military, and other vessels in these areas so they may take actions to reduce the likelihood of collisions with right whales. Services are to be provided for the National Marine Fisheries Service. These services include but are not limited to conducting at least one aerial survey daily, seven (7) days per week in the area extending from the southern end of Cumberland Island, GA, approximately 12 km north of the St. Mary?s River entrance out to 30.825N and -80.785W to approximately 12 km south of the St. John?s River entrance out to 30.275N and -80785W under visual flight rules (VFR) flight conditions, from December 1, 2005 through March 31, 2006. Services shall also include the collection of specified data for each survey day flown. The base period of performance is December 1, 2005 through August 31, 2006, with 2, twelve month option periods from September 1, 2006 through August 31, 2007 and September 1, 2007 through August 31, 2008. The Government intends to award a contract to the responsible offeror whose offer represents the best value to the Government. The Central Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
