- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HC1047-05-R-4021 is issued as a Request For Quotations. Federal Acquisition Regulations current through FAC 2001-26 and Defense Federal Acquisition Regulation Supplement current through DCN 20050222 apply to this requirement apply to this requirement. The NAICS Code is 334220 with size standard of 750 employees. The Defense Information Systems Agency (DISA) intends to issue a commercial award of a special make and model product manufactured by EMS Technologies, Inc., 660 Engineering Drive, Norcross, Georgia 30091-7700: EMS Digital Video Broadcasting ??? Return Channel Satellite (DVB-RCS) HUB, Release 2.0 with Redundant Forward (Thales/Comtech) and Return Links with integrated Network Management System, installation, training and one-year maintenance. This special make and model of EMS is essential to the Government???s requirement: 100% compliant with the International Telecommunication Union DVB-RCS standard, 2 Mega-symbol per return channel and the 30 Mega-symbol forward channel requirements. This synopsis is a notice of intent to issue the award as other than full and open competition and should not be considered a request for alternative makes and models. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1 and 10 USC 2304 (c) (1) and is solely at the discretion of the Government. See Note 22. Contract Line Items are as follows: CLIN 0001, Redundant DVB-RCS Hub, quantity 1. CLIN 0002, Spare Demodulators, quantity 5. CLIN 0003, Factory Acceptance Testing, quantity 1 lot. CLIN 0004: Shipping, quantity 1 lot. CLIN 0005, Installation and Training, quantity 1 lot. CLIN 0006, 12-month Maintenance, quantity 1. Delivery within 60 days after date of contract. FOB destination, US Naval Base, Landstuhl, Germany. Inspection and Acceptance at Government site. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Government will award a contract to the responsible Offeror whose offer is lowest priced and meets Government technical requirements as stated in this combined solicitation. The offeror shall include a completed copy of the provision at Far 52.212-3, Offeror Representations and Certifications???Commercial Items, with its offer. The priced quote must be complete and accompanied by supporting materials and information. The clause at FAR 52.212-4, Contract Terms and Conditions???Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies to this acquisition.
