Description
THIS IS A REQUEST FOR INFORMATION TO DETERMINE INDUSTRY INTEREST AND CAPABILITY. This is NOT a request for proposal, therefore proposals are NOT being requested, and will NOT be accepted at this time. Los Angeles Air Force Base (LAAFB) is conducting Preliminary Planning Market Research (PPMR) utilizing OMB Circular A-76 dated May 29, 2003, Air Force Commercial Activities A-76 Program Preliminary Planning Guidebook, and the Federal Acquisition Regulation and its Supplements. The purpose of this PPMR is to determine if government operated functions for the Base Communications/Multimedia Support services at LAAFB in El Segundo, CA are commercially performed, and available. LAAFB provides services for approximately 4,500 military and civilian personnel stationed at LAAFB. The work hours are between 0700 and 1600 (7:00 A.M. and 4:00 P.M.), Monday through Friday. Prospective offerors are asked to submit capability statements expressing their interest. Capability statements should include past performance information similar in scope to this initiative. Provide a point of contact, phone numbers, the business size, and any other pertinent corporate information. The capability statements will be used as part of the market research to determine if this acquisition should be set-aside for small businesses or proceed in an unrestricted manner. As part of your response, it is requested you provide a soft dollar estimate (approximate dollar range) in relation to the requirement as it is stated herein. The estimate should only address labor costs as it is contemplated, but not guaranteed, that facilities, computers, utilities etc. will be furnished by the government. This estimate will be used to assist in the determination as to the most cost efficient method for proceeding with the recompetition of this requirement. To ASSIST YOU IN THE DEVELOPMENT OF YOUR SOFT DOLLAR ESTIMATE, ATTACHED TO THIS NOTICE IS THE ESTIMATED WORKLOAD DATA FOR A TYPICAL TWELVE (12) MONTH PERIOD. A letter stating your interest or requesting a copy of any future solicitation is not sufficient to determine contractor capability. The Multimedia Support functions include, but are not limited to such services as Photographic Services; Equipment Checkout (Self-Help); Videographic Production; DVD Production; Community Access Television Services; Television Broadcast Recording Services and Conference Services. The Base functions inlcude, but are not limited to such services as Communications and Computer Systems Requirements/Architecture Planning and Implementation; Communications-Electronics Maintenance and Control; Long-Haul Circuit Management; Base Information Services; and operation of a Unit Control Center and Disaster Preparedness Program. Photographic Services Task ? (1) Provides studio, portrait, passport, special duty, location, copy, and emergency photography services, (2) Receives, schedules, and issues customer photographic request/document requirement, and receives customer survey, (3) Performs alert photography in support of Security Forces and other emergency organizations, (4) Provides digital photo and printing in support of emergency requirements, (5) Provides classified prints, and (6) Coordinates aerial photography. Equipment Checkout (Self-help) Task ? (1) Checks equipment (projectors, audio playback, and speakers) out to customer, (2) Trains customer on equipment operation, and (3) Performs operator maintenance. Videographic Production Services Task ? (1) Schedules and performs videographic service, (2) Performs script writing, producing, and directing., (3) Performs camera, lighting and related equipment setup and tear down, (4) Performs original video footage editing and maintenance, (5) Performs VHS video duplication and distribution, (6) Performs voice-over narration, and (7) Coordinates aerial videography, and maintains and utilizes stock footage library. DVD Production Services Task ? (1) DVD encoding, (2) DVD authoring, and (3) DVD duplication and distribution. Community Access Television (CATV) Services Task ? (1) Ensures that news channels are being received from satellite TV and being broadcast via base CATV system, (2) Completes and maintains broadcast work orders, (3) Coordinates broadcast requirements with the Public Affairs Office, and (4) Plays video tapes for broadcast on CATV. Television Broadcast Recording Services Task ? (1) Completes and maintains work orders, (2) Performs recording of satellite and local TV programs as requested, and (3) Coordinates requirements with the Public Affairs Office. Conference Services Task ? (1) Schedules and facilitates conference rooms and VTCs, (2) Sets up, operates, and tears down portable public address systems, (3) Performs audio and visual presentations services for LA AFB conferences, (4) Performs audio and visual presentations services for off-site locations, and (5) Provides customer consultation and support to include critique of services. Communications and Computer Systems (C-CS) Requirements / Architecture Planning and Implementation Task ? (1) Performs C-CS Requirements Identification, (1.1) Develops Technical Solution, and (1.2) Staffs Technical Solution for Approval, (2) Performs Information Technology Architecture Long Range Planning, (2.1) Provides Planning for Technology Refresh, (2.2) Provides Planning for New Systems, and (2.3) Provides Contingency and Natural Disaster Planning, (3) Provides Project Implementation, (3.1) Reviews Downward Directed Project Requirements, (3.2) Develops Project Plan, (3.3) Coordinates Project Plan With Base Organizations, and (3.4) Implements Project. Communications-Electronics Maintenance and Control Task ? (1) Personal Wireless Communications Systems (PWCS), (1.1) Manages Land Mobile Radios (LMRs), Cellular Telephones, Blackberries, and Pagers, and (1.2) Trains Authorized PWCS Users, (2) Secure Communications, (2.1) Installs, Operates, and Maintains Systems, and (2.2) Installs and Maintains Fixed Public Address (PA - Giant Voice) Systems, (3) Long-Haul Circuit Systems, (3.1) Initiates, Deactivates, Manages and Maintains Circuits, and (3.2) Troubleshoots, Isolates And Repairs Circuit Failures and Report S Circuit Status. Multimedia Equipment Maintenance, (4.1) Performs maintenance on VTC, conference room audiovisual, and mobile public address systems, (4.2) Performs maintenance on videographic systems, (4.3) Performs maintenance on photographic systems, and (4.4) Performs maintenance on CATV sytem. Long-Haul Circuit Management Task ? (1) Receives and Reviews Communications Requirements, and (2) Processes Requests for Service (RFS). Base Information Services Task ? (1) Performs Publications and Forms Management, (2) Performs Copier Management, (3) Performs Paper and Electronics Records Management, and (4) Operates Base Information Transfer Center (Mail Services). Unit Control Center (UCC) Task ? (1) Responds to Wartime and Peacetime Emergencies / Contingencies, (2) Supports Military Exercises, and (3) Operates the 61st CS UCC (24 Hour Coverage When Stood Up). Disaster Preparedness Program Task ? (1) Assesses Potential Natural Disasters / Contingencies And Develops Appropriate Plans, and (2) Trains 61st CS Personnel on Response Readiness. The service provider shall participate in deployment/mobility exercises, as needed. Some, but not necessarily all, of the applicable North American Industry Classification System (NAICS) codes are: 541922 (Commercial Photography); 811213 (Communication Equipment Repair and Maintenance); 541512 (Computer Systems Design Services); and 561110 (Office Administration Services).
