- Description
- This is a modification to a combined synopsis/solicitation number DG133R-05-RQ-1452. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Research and Technology Applications, is interested in acquiring performance based technical program analysis support services related to the Small Business Innovation Research Program (SBIR). The period of performance for this requirement is six (6) months. The proposed contractor must be familiar with the NOAA Technology Research Matrix, the SBIR program, the NOAA Technology Transfer program, and the Cooperative Research and Development Agreements. These technical support services shall include but not be limited to: 1) assistance for the management of the phases of the annual NOAA cycle of the SBIR Program, 2) assistance in reviewing of approximately seventy (70) to one hundred (100) Phase One SBIR Proposals, and 3) assistance in coordinating the NOAA acquisition and selection process of approximately thirty (30) Phase I and approximately twenty (20) Phase II SBIR proposals, 4) assistance in the preparation of annual SBIR conference presentations and the related materials and activities, 5) help to obtain research topics from the NOAA Labs, edit and incorporate them into the program process and other related activities. The evaluation for award will be made on a best value basis. The evaluation factors, listed in order of importance are approach, past performance, and price. The quotation shall include an approach to perform the work, three past performance citations that are relevant, and a firm fixed price. All responsible sources with the capabilities to provide the items listed above may respond to this solicitation by submitting a quotation that is no longer than 5 pages, addressed to Sandy Shaffner, 1305 East West Highway, SSMC4, Suite 7125, to be received no later than Noon, June 1, 2005. Responses can also be faxed to (301) 713-0808 or e-mailed to sandra.shaffner@noaa.gov. Responses received to this point in time have been accepted as valid. However, any previously submitted responses may be revised by the offerors. The resulting purchase order shall be awarded on a firm fixed price basis. The applicable terms and conditions for the resulting purchase order are current through FAC 2005-03 of the Federal Acquisition Regulation.
