- The Stennis Space Center Acquisition Management Office intends to issue a sole source, firm fixed price contract to Rowan University, Glassboro, NJ 08028-1701, for expert support to help in the development of integrated systems health management (ISHM) technologies using as testbed NASA facilities at the Stennis Space Center and International Space Station. The provider of the service must have the following: at least one year of experience in propulsion testing technologies associated with Stennis Space Center; in particular ISHM technologies as applied to rocket engine test stands (RETS); be considered an expert as evidenced by advanced degrees in engineering; have professional publications; have evidence of national and international recognition, and have expert standing in ISHM technologies to provide services in the following categories: 1) Definition of key objectives in order to implement ISHM technologies in RETS, 2) Project Planning, 3) Technology Reviews, 4) Analysis design, 5) Analysis of test data, extraction of key anomaly information from reports, and cataloging of anomalies associated with RETS elements, including data signatures, and 6) Definition of requirements for development of smart sensors as intelligent networked elements, 7) Embedding of knowledge and information on sensors that are elements of a network, 8) Communications protocols for networked intelligent elements, 9) Calibration standards in distributed networked elements, 10) Intelligent sensor technologies, 11) ISHM technologies, 12) Visits to SSC for a few days at a time for face-to-face meetings and work, and 13) Participation in professional meetings in support of SSC. This is a Commercial Item Acquisition under FAR Part 12. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on June 3, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Solicitation NNS05114948 will be issued to Rowan University on June 7, 2005, with a response due no later than June 17, 2005.
