Description
This is not a solicitation announcement. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. GSA/FTS has a requirement to replace existing satellite contracts which are scheduled to expire in January 2006. GSA/FTS is seeking businesses that can provide the following satellite services. Satellite Based Solutions. The government seeks companies that can provide end-to-end commercial satellite based solutions for internet access, distance learning, continuity of operations planning (COOP), emergency response, streaming video, 24-hour satellite business television, and telemedicine. Scheduling requirements under this category include the need for an agency operated, centrally controlled, scheduling system. The scheduling system must have the ability to: allow the agency to schedule downlinks as a group and/or subgroups; allow on-the-spot addition of sites to any reception group; provide the capability to operate as a network of networks to allow the grouping of any number of downlinks from a shared community of users; provide a 24-hour news broadcast to a shared community of users that functions as a home channel to which all sites are automatically tuned when not scheduled to receive programming. Fixed Satellite Services and Broadcast Satellite Services. The government seeks companies that can provide end-to-end commercial Fixed Satellite Services (FSS) and Broadcast Satellite Services (BSS). The requirements under this category include the ability to provide equipment and service. This service provides for full-duplex, half-duplex, and simplex (i.e. broadcast) transmissions using C-band, Ku-band, and Ka-band satellites. This service can be used for applications including voice, data, video, and multimedia and may include Government end-to-end encrypted communications. Fixed Satellite Service provides dedicated and adhoc (reservation-based) satellite transmission that can be used by any application services at a customer specified bandwidth between two or more specified end points. The contractor shall offer both full and partial transponder services with durations of one half hour, one hour, one day, one week, monthly, one year and greater than one year. The government is particularly interested in receiving responses from companies which specify international, domestic and/or regional geographical coverage footprints. Satellite Engineering, Operational, and Maintenance Support Services. The contractor shall provide engineering, design, installation, and implementation support as required by agencies to support satellite services. The government seeks companies that can manage the maintenance and support of large satellite networks. The contractor shall provide 24x7 helpdesk support. Mobile Satellite Services. Mobile Satellite Services (MSS) is defined as any satellite service that is not fixed. It includes, but is not be limited to, handheld equipment and services such as Iridium, Globalstar, Inmarsat, and Thuraya. Mobile Satellite Service provides satellite-based full-duplex circuit-switched voice, data, and facsimile communications, capable of supporting land, maritime, and aeronautical mobile communications for people on the move. The service provides an end-to-end connection for all calls, whether between MSS users or MSS and wireline and Cellular users via contractor?s gateway earth-stations. The government desires a MSS that provides ubiquitous satellite-based full-duplex land mobile, maritime mobile and aeronautical mobile communications for MSS users. The MSS shall be global unless otherwise stated. The government seeks companies that can provide end-to-end MSS solutions to include: equipment, software, activation, provisioning, operation, and deactivation. The contractor shall operate and maintain an ordering and billing system with reports generation capabilities. The contractor shall comply with all Federal Information Processing Standards (FIPS) and federal mandates and guidance pertinent to commercial satellite services (references FIPS 140-1 and FIPS 140-2). The proposed period of performance for this acquisition will be for a base period of three years with three one-year options. The term ?Contractor? includes Contractor personnel, subcontractors, and consultants. All contractor personnel shall be considered procurement officials and will be subject to the provisions of Section 17 of the Office of Federal Procurement Policy Act (41.U.S.C.423). Interested Contractors are invited to identify their interest and technical capability to respond to the requirement within 10 working days. Responses are due to the address specified in this Sources Sought Notice by midnight on June 14, 2005. The NAICS Code is 517410 and the size standard is $12.5M. Companies are required to provide 2 copies of their Capability Statement. Capability statements must address relevant experience, existing offerings and past performance. They must also indicate the contractor?s capability to perform the proposed services identified above. Capability Statements are to be limited to 20 pages (minimum font size 10) and 15 pages of figures and tables. Brochures alone are not sufficient documentation for demonstration of capabilities, conflict free credentials, and unbiased status. Responses will not be returned. This notice of intent is not a request for competitive proposals and will not result in a contact award. Responses to this sources sought synopsis will not be adequate responses to the solicitation announcement.
