- The Regional Contracting Office, Marine Corps Base Hawaii (MCBH) is soliciting sources for propane delivery services. This synopsis is prepared in accordance with FAR Part 12, Acquisition of Commercial Items. The provisions and clauses in the RFQ are those in effect through FAC 2005-3. The request for quotation number is M00318-05-T- 0012. This requirement has a Base Period of three (3) months, 1 July 2005 through 30 September 2005 and two (2) 12 month option years thereafter. The NAICS and the small business size standard for this procurement is 221210 and 500 employees respectively. The anticipated contract will be Firm Fixed-Price. This acquisition is unrestricted. All contractors must be registered in the Central Contracting Registration database to be eligible for a Department of Defense contract award. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. The Government will award a contract resultingfrom this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: technical, past performance and price. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
