Effective October 1, 2003, active registration in the Central Contractor Registration (CCR) database is mandatory to be granted an award. Reponses form offerors will be accepted at the address listed in the solicitation in hard copy. FACSIMILE OFFERS WILL NOT BE ACCEPTED. Description:Treatment of metal artifacts damaged during Hurricane Isabel in 2003. N4290050543. The overall condition of the collection of more than 4500 individual items is fair, with signs of flash rusting and other forms of metallic deterioration consistent with brackish water. Contractor will be required to perform all work on-site at the collection recovery facility located in Newport News, Virginia. Treatment will include all customary documentaiton as specified in the code of Ethics and Standards of Practice of the American Institute for Conservation of Historic and Artistic Works .Award of a firm-fixed contract is estimated to be made on or before August 1, 2005 with all work to be completed no later than September 30, 2007. The NAICS code is 711510 with a small business standard of $6 million. The estimated price range for this project is between $50,000 - $100,000. The government will make an award to the responsible offeror who's proposal conforms to the Request for Proposal and is most advantagous to the government, cost or price and other factors concidered. For this offer, technical is somewhat more important that cost or price. Evaluation will be based on the following criteria 1. Demonstrated expertise in the treatment of metals (iron and lead) deteriorated by exposure to a marine environment, 2. Evidence of a degree in Collection Conservation, 3. Demonstrated experience with the treatment of (copper, alloy, iron, and lead) and lead abatment and 4. Past performance.
