Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.The Government intends to award a fixed price sole source contract to The National Academy of Sciences, however any and all responses will be considered. Proposals are being requested and a written solicitation will not be issued. A Request for Proposals (RFP) Number W81K04-05-R-5003 is issued to provide a six month period, non-personal scientific services contract in the field of toxicology, NAICS Code 541690. This RFQ documents and incor porates provisions and clauses in effect through Federal Acquisition Circular 2001-27. The Department of Defense is seeking non-personal services to: Collect, maintain and evaluate toxicity and related information on a wide variety of substances of interest to sponsors from all sources, published and unpublished. Provide toxicological advice, including evaluations and recommendations about specified substances; and undertake studies for the determination of exposure limit recommendations and research needs and recommendations regarding specific toxicity testing. Review methods for assessing hazard and risk from exposure to chemical substances including the scientific basis for the assumptions used by DOD to develop risk estimates. Collect and maintain toxicity information from published and unpublished sources on a wide variety of substances to which humans are exposed, occupationally and environmentally. Assist in coordination of toxicology programs within the DOD sponsoring agencies. Serve as a medium of exchange of toxicity information among the sponsors and between the DOD sponsors and the scientific community. DELIVERABLES: The contractor shall provide independent multidisciplinary investigations and assessments on general and specific problems in the fields of toxicology, epidemiology, health hazards, health risk assessment, and related technology bearing on the mission of t he Department of Defense. The contractor shall be constituted to reflect the knowledge and experience necessary to provide an effective response to a broad range of DOD missions and responsibilities. The main activities will fall into two major categorie s: 1. Conduct surveys, analyses, and studies in the fields named above applicable to the operation and function of the DOD. Studies will be performed by subcommittees established by the contractor in accordance with established National Research Council pro cedures. 2. Periodic meetings of its members with representatives of the DOD, to keep abreast of developing requirements and problems, emerging issues, and newly initiated research and technology; discuss tasks to be undertaken by the committee, receive progress reports on efforts carried out by its subcommittees, and review reports of such subcommittees. Reports shall be produced in response to requests from DOD sponsors. The subjects of the requests and reports cannot be predicted in detail, but the kinds of efforts which might be anticipated are: (a) evaluations of health risks of emergency exposures t o toxic substances for which there are no available exposure standards, (b) reviews of toxicology research programs, (c) evaluations of available toxicity information, (d) recommendations for toxicity, epidemiology, or clinical studies, and (e) convening s ymposia, workshops and conferences on matters involving the interpretation of toxicity data and the evaluation of chemical hazards. Reports resulting from this effort will be prepared in sufficient quantity to ensure their distribution to the sponsor and to other relevant parties, in accordance with Academy policy. Reports may be made available to the public without restrictions. Place of Performance: Work is performed primarily at contractor facilities. Some travel may be required on special occasions with travel expenses as needed for selected contractor. Technical Capability. Subfactor (a) performance creditability, (b) International Acceptance: Factor 2. Technical past performance: Factor 3. Price: Factor 1 is significantly more important than Factor 2 and Factor 3, which are equal in value. The following Contract Line Items (CLINS) are applicable, each CLIN represents a specific projet CLIN 0001, Description: Many Gulf War veterans have reported a range of unexplained illnesses, including fatigue, muscle and joint pain, and loss of concentration, headaches, and rash. Some veterans and health scientists believe that the symptoms are r elated to their exposures to chemical warfare agents (CWAs). In response to the concerns, Congress directed the Secretary of Defense to review and modify DoD policies and doctrines that relate to protecting personnel from low-level exposures to CWAs. In response to the Congressional mandate, the Secretary of Defense directed the DoD's Nuclear, Chemical, and Biological Defense Command to develop a research plan to develop toxicological and other data to assess resulting health risks to troops. That plan h as been prepared, and the DoD has requested the National Academies' Committee on Toxicology to prepare a peer-reviewed report that assesses the DoD plan and provides additional research recommendations to generate toxicological and other data to help prote ct troops from low-level exposures to CWAs. CLIN 0002, Description: Pursuant to the Superfund Amendments and Reauthorization Act of 1986, the National Advisory Committee on Acute Exposure Guideline Levels for Hazardous Substances has developed proposed guidelines for approximately 70 extremely haza rdous substances. These guidelines are intended to be used in emergency response planning for accidental releases of such substances. The Army has requested the National Academies' Committee on Toxicology to (1) review the proposed guidelines and support ing documentation for scientific validity, comprehensiveness, internal consistency, and consistency with 1993 guidelines published by the Committee on Toxicology. Guidelines; (2) identify research priorities to fill data gaps; and (3) identify guidance iss ues that may require modification or further development based on the chemicals reviewed. The Subcommittee's 13th interim report will address 10 chemicals, includin g 1,4-dioxane, chloroform, carbon tetrachloride, sulfur dioxide, cis, trans 1,2-dichloroethylene, monochloroacetic acid, carbon monoxide, fluorine, methanol, and phenol.
