Description

Vicksburg Consolidated Contracts Office intends to solicit on a sole source commercial items basis under the authority of FAR Part 12. This procurement is being conducted IAW FAR 13.501(a)(1) acquisitions conducted under simplified acquisition proced ures and are exempt from the requirements in FAR Part 6 (Competition Requirements).Vicksburg Consolidated Contracts Office intends to solicit on a sole source to Blue Peter Consulting, 1682 Laurel Drive, Gloucester Point, VA 23062. This procurement is bei ng conducted under Simplified Acquisition Procedures (SAP)  only one responsible source and no other supplies or services will satisfy agency requirements. Blue Peter Consulting is the only known source that has the unique capabilities and expertise to co nduct the monitoring program and assist with implementing the annual sediment management plan. The monitoring includes continuous operation of numerous gauges to measure directional wave characteristics and coastal current. Also extensive bathymetric sur veys extending 6 Km from shore are conducted each winter and profiles. In arrears where the profiles are inadequate, a state-of-the-art Interferometric system is used which is unique to Blue Peter Consulting. The proposed contract action is for supplies o r services for which the Government intends to solicit and negotiate with only one source under the authority of the Clinger Cohen Act. This notice of intent is not a request for competitive quotations. However, interested parties may submit a capabili ties statement in which they identify their interest and capability. All capabilities statements received by 4:00 p.m.Central Standard Time, 2 June 2005, will be considered by the Government solely for the purpose of determining whether to initiate a c ompetitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literatur e, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis, based upon the responses received. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Vicki.prevost@mvk02.usace.army.mil with solicitation number referenced in the subject line.
