Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Missouri Army National Guard, Combined Support Maintenance Shop has a requirement for the repair of a quantity of five (5) 6,000 Gallon Water Tankers. The request for proposals is pr epared with provisions and clauses incoporated through FAC 2001-27 as a small business set-aside under NAICS 811198. A site-visit for evaluation of equipment prior to the offer due date is scheduled for 9:00 CDST, 9 June 2005. Contractors wishing to atte nd the site visit should notify Ann Lea @ (573) 638-9575 of intent to participate. The statement of required work is as follows: Equipment type: 6,000 Gallon Water Distributor Tanker Trailers. Manufacturer and Model: MACLEOD WD6S 1. The five water dist ributor tanker trailers (6,000 gallons) are located at the Combined Support Maintenance Shop (CSMS), ISTS, 7000 Military Circle, Jefferson City, MO 65101-1201. Tanker trailers have good engines and water pumps which will require no repairs. The work requ ired on these five trailers will be a complete rebuild to include but not be limited to: a. Complete undercarriage rebuild to include springs, shackles, brakes, wheel bearings, wheel cylinders and all necessary mounting hardware. b. Repair/replace fifth wheel plate and kingpin c. Repair/replace bent or damage sheet metal. d. Repair/replace all wiring, lights, and air lines as necessary. e. Replace all tank baffles. f. Clean and coat/paint inside of all tanks. g. Complete paint of exterior of tanker with CARC (solid green) paint. 2. Each water distributor will require a complete inspection. All documentation (to include cost estimate, detailed invoice) shall include the CSMS Work Order number assigned and unit bumper number. 3. Site Visit is scheduled for 9 June 2005, 9: 00 am, Combined Support Maintenance Shop, 7000 Military Circle, Jefferson City, MO 65101. The contractors shall not be compensated for attending the site visit. Any interested parties must contact the Contracting Officer Ann Lea at (573) 638-9575 to arr ange for installation entry. US Department of Labor Service Contract Wage Rates are applicable to this solicitation. Applicable Provisions are as follows: 52.212-1 Insturctions to Offerors--Commercial Items, 52.232-15 Availability of Funds, 52.237-1 Site Visit, 52.237-2 Protection of Government Buildings, Equipment, and Vegetation, 52.232-2 Evaluation--Commercial Items (a) The Government shall award a contract for repair of the water tankers to the offeror whos proposal best meets the repair requirement i dentified in the Statement of Work. Competitive price comparions - The Government shall contar references furnished (a minimum of three (3)) provided by the contractor to include Name of Agency/Company, Individual Name and telephone number that has direct knowledge of your performance and ability to complete the repair. Technical proposal of repair and past performance, when combined, are more important than price in determining best value to the Government.
