Description

Best Value firm-fixed price Construction Contract to provide all plant, labor, expertise, transportation, materials, tools, equipment, appliances, and supervision necessary to perform and complete project MAINTAIN EXTERIOR COATINGS, JET FUEL STORAGE TANKS: Surface preparation and recoating of 2 above ground 105,000 gal. steel, jet fuel storage tanks on the Virginia Air National Guard Base, Richmond International Airport, Henrico County, Sandston, Virginia. Project Magnitude is between $25,000 and $1 00,000. Work consists of the following elements: Surface preparation includes abrasive blasting to near-white metal. Recoating includes sealant, zinc-rich epoxy primer, epoxy intermediate and polyurethane top coats. Surface preparation and painting cont ractors or subcontractors shall be certified to the requirements of SSPC QP 1. Construction/contract performance period is required to take 120 days or less after notice to proceed to include pre-final and final inspections. All work will be performed in accordance with plans and technical specifications. This project is being solicited 100% Set-Aside for Small Business firms. A single award is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. The North Ameri can Industry Classification System (NAICS) Code applicable to this project is 238320 Painting Contractors. The Small Business Size Standard is $12 Million of average annual receipts for the past three years. All Small Business firms may submit an offer. T he tentative date for issuing the solicitation is on-or-about 10 June 2005. The pre-proposal conference is on 16 June 2005, at 9:00 a.m. local time at the Virginia Air National Guard station at Richmond International Airport. All contractors are encourage d to attend and should register in accordance with the requirements posted at http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp The solicitation closing date is scheduled for on-or-about 28 June 2005. Actual dates and times will be identified in the solicitation. An evaluation process of all offers received will be conducted in accordance with FAR Part 13 procedures. Evaluation factors include Price and Technical (Contractor Qualifications). The Government intends to award witho ut discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Rep resentations and Certifications Application (ORCA) website. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) web site on-line at https://www.fedteds.gov/. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to regis ter in the Central Contractor's Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. This solicitation is not a sealed bid and there will not be a formal public bid openi ng.
