Description
This is a Sources Sought Synopsis for classroom instruction as described below. If your company can provide this service, please furnish the following information: Company Name, Address, Size, Point of Contact, Telephone number, Facsimile number, E-mail address, and a short description of company capabilities. All responses of interest must be in writing. Classes may overlap, with approximately 22 classes total per year. Award is expected to be for a base year plus one option year. DD254 Secu rity requirements are applicable for this project to include a Facilities Clearance. Responses required no later than June 17, 2005. Plan, program, administer, manage, and execute the work necessary to provide the specified services. Provide personnel, management, and other items and services not Government furnished necessary to instruct the Unit Movement Officer (UMO) Course, the Nucl ear, Biological, Chemical (NBC) Defense and Room Operations Courses, and the Transportation Coordinators Automated Information System II (TC-AIMS II) Functional Users Course, and TC- AIMS II Unit Account Manager/System Administrator/Database Administrator Course as defined in this work statement at Fort Lewis, Washington. Comply with applicable Federal, State, and local laws, regulations, codes, technical manuals, manufacturer's instructions and recommendations, and acceptable commercial practices in the d elivery of required services. The contractor shall provide instruction for the following courses IAW Training and Doctrine Command (TRADOC) approved Programs of Instruction (POIs) and local modifications. Nuclear, Biological and Chemical Defense Course ( NBC). This course shall provide the NBC Defense Officer/NCO the knowledge to advise the company commander on NBC matters and courses of action that affect company operations. In addition to the POI requirements, incorporate the following: Chemical, Biolo gical, Radiological, and Nuclear (CBRN) threat briefs, Chemical and Biological agents (FM 3-9, FM 21-11), preparation for an NBC attack, advice on cross contaminated areas, supervision of deliberate troop decontamination, leading Mission Oriented Protectiv e Posture (MOPP) gear exchanges, smoke operations, radiation monitoring, supervision and computation of transmission and correlation factors, operation of and performance of Preventive Maintenance Checks and Services (PMCS) for the M41 Protection Assessmen t Test System (PATS), and running gas chamber certification. Use POI currently being taught by Fort Lewis Corps Chemical Division. Nuclear, Biological and Chemical Room Operation Course (NBC). This course shall provide the NBC Defense Officer/NCO the kno wledge to advise the company commander on NBC matters and courses of action that affect company operations. Use POI currently being taught by Fort Lewis Corps Chemical Division. Unit Movement Officer Course (UMO). This course shall provide Deployment Ove rview, UMO responsibilities, Unit Movement Planning, Documentation (Packing Lists), HAZMAT Familiarization (All Modes), Unit Cargo Loading, CONUS Highway Operations, Convoys, TC-AIMS II, Rail Operations (CONUS/OCONUS), Airfield Operations (A/DACG Operation s), Seaport Operations (PSA activity), Reception, Staging, Onward Movement, Integration (RSOI), Redeployment, and Intransit Visibility (ITV). Additionally, the course shall provide a tour of a port, the Installation Transportation Directorate (ITD), the p ractice build up of a 463L pallet and Tip and Scale procedures. Transportation Coordinators Automated Information System II (TC-AIMS II). This course is designed to provide instruction in skills and knowledge necessary to operate in the Installation Transportation Office/Traffic Management Office (ITO/TMO) for Unit Movement Planning, Air Load Planning, and Convoy Planning functions using the TC-AIMS II database. Transportation Coordinators Automated Information System II (TC-AIMS II) Unit Account Manager and System Administrator/Database Administrator Courses. These courses are designed to provide the skill and knowledge necessary to Brigade, Corps, and Installation level TC-AIMS II Account Managers to manage all user accounts for a designated set of units and UICs. Instruction in provided in the following areas: creation of Transportation Information Systems (TIS) accounts and profiles; operation of the entire system and performance of unit level maintenance tasks; set up, activat e, check out, operate and maintain the equipment; operation of an online tutorial; how to accomplish the tasks of an automated systems administrator; overview of how TC AIMS II operates as a system, file parameters, overview of the operating system command s that facilitate system management security and other functions The Government will provide facilities for instruction within existing classroom facilities or at other locations as directed by the Government. The classrooms shall be made available to the Government for other training when not in use. The Government w ill provide the following equipment: TC-AIMS II laptop computers fielded during New Equipment Training (NET). The computers may be those issued to the unit users or those, which are reserved by the Installation Transportation Officer (ITO) for use as train ing devices. The Government will provide the NBC equipment and training aides for the NBC Defense and Room Operations Courses. The contractor shall provide any personal computer required for the instructor. If these computers require connection to the Fort Lewis Local Area Network, the contractor will comply with AR 380-5 and AR 380-67. The contractor shall provide all study materials, student handouts, and other administrative needs. Location of work: The TC-AIMS II refresher course is located at Fo rt Lewis, Washington. In addition, the Instructors duties may take him/her to National Guard Armories/Army Reserve Centers affiliated with Ft. Lewis. Travel may include attendance at schools relating to the TC-AIMS II system and to installations using TC- AIMS II during an actual deployment. No travel will be required to hostile zones. Perform the UMO, NBC, and TC-AIMS II Instruction during normal duty hours (9:00 A.M. to 5:00 P.M.) Mondays through Fridays, excluding federal holidays, unless otherwise req uired in the contract or approved by the Contracting Officer.
