***Amendment 01 Replaces the solicitation and also posts the Statement of Objectives*** (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation/synopsis reference number F1MTWC5076A100 is being issued as a Request For Proposal (RFP) for the purpose of Project Management Training. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03 and DFARS, DCN 20050524. (iv) This acquisition is 100% small business set-aside. The associated NAICS Code 611430 with a size standard not to exceed $6 million. (v) Offerors shall provide a total cost for each item listed. Both Basic, and Advanced sessions are to be provided on site at Asheville, North Carolina. (1) Contractor shall provide Basic Project training for 16 students, training dates 1-3 August, or 8-10 August 2005. (2) Contractor shall provide Advance Project Training for 16 students, training dates 1-3 August, or 8-10 August 2005. (vi) Basic and Advanced Project Management Training at Asheville, North Carolina, in accordance with attached Statement of Objectives. (See Attachment) (vii) Training dates are either 1-3 August, or 8-10 August at Asheville, North Carolina. (viii-xii) The following clauses and provisions are incorporated and will remain in full force in any result of award. Commercial Items (ix) FAR 52.212-2 Evaluation Commercial Items is applicable to this award. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability (2) Past Performance, and (3) Price. Technical capability and Past Performance are significantly more important than price. The government will evaluate offers for award purposes based on price when the technical and past performance aspects are equal. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3 references (to include a point of contact and telephone number) of projects accomplished within the last 12 months, or your 3 most recent projects, with dates included. Offerors will provide an outline or syllabus of the classes that they have taught, for technical evaluation. (x) Contractors shall include a completed copy of FAR 52.212-3, current Offeror Representations and Certifications Commercial Item. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificaties electronically at http : //orca.bpn.gov. Request should be marked with solicitation number F1MTWC5076A100. STATEMENT OF OBJECTIVES: Project Management Training For Air Force Combat Climatology Center (AFCCC) 1. Organizational Mission: The goal of the Air Force Combat Climatology Center is to ingest, build, and archive the world's most comprehensive weather database. Compile statistical analyses and provide historical weather data and decision aid products to the President, Secretary of Defense, Air Force, Army, Navy and Marine Corps, mission planners, battlefield commanders and the National Intelligence Community. 2. Introduction: AFCCC continuously supports large customer support assistance requests, strategic planning initiatives, and infrastructure refresh and system re-engineering projects requiring the ability to properly manage time, computer, and manpower resources. Most of the center's personnel have not had sufficient training and/or experience to "get hold" on the vast and varied projects typical of the organization. 3. Scope of Work: Requirements for the Basic Project Management Course are: Project Life Cycle, Project Management Process, Defining Project Authority, Responsibility and Participation: the Linear Responsibility Chart, Keys for Successful Matrix Management and Project Teams, Power and Influence: How to Get It and Use It, Identifying Project Audiences, Defining Project Outcomes: the Statement of Work, Identifying Project Activities: the Work Breakdown Structure, Developing the Project Schedule: the Network (Dependency) Diagram, Displaying the Schedule: the Gantt (Bar) Chart, Key Events List and Activity List, Estimating Required Personnel Resources: the Skills Roster, Human Resources Matrix and Person Loading Chart and Graph, Tracking and Controlling Schedule and Resource Performance, Preparing Written and Oral Project Reports. 4.
