Description
The Government has a requirement for professional A/E Services with Industrial Hygiene Services for Project 646-364, ?Ambulatory Surgery ? at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Architect/Engineer to provide site investigation to develop working drawings and specifications to renovate portions of 1st, 2nd, and 3rd floors of Building 1 at the University Drive campus of the VA Pittsburgh Healthcare System. This work includes architectural, electrical, structural, mechanical including replacement/new HVAC and controls, asbestos abatement, monitoring, and site modifications. Construction period services are required to review submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings and VA correspondence during construction. A/E will respond on site within a two-hour period when requested. The project involves removal of asbestos containing materials, replacement/new HVAC components, new controls and distribution systems, ceiling systems, structural modifications, lighting and upgrading of finishes and other interior design elements. A maximum of approximately 26,000 + 10% square footage will be addressed. The surgical department will consolidate its functions to make the most efficient use of space given O.R. existing and increasing workload. The area to be included in the scope of the projects is approximately 13,000 square fee of new space and 13,000 square feet of renovated space. By moving all simple procedures out of existing O.R. space, moving GI and Endoscopy procedures out from the 1st floor you create an Same Day surgery unit including four procedure rooms on the third floor adjacent to the current operating rooms. Construction will be addressed in phases to allow operations to continue during construction to the extent possible. Phasing will be determined during the 25% design review. Phasing must work within budget and allow the VA to continue operations at minimal interference.Design will include compliance with all applicable building codes and VA design standards and space criteria referenced in VA Handbook 7610. A/E will provide five review sessions: Schematic, 25%, 50%, 75%, and 100% design submissions within 133 day design time. A/E shall provide 20 sets of Construction Documents (drawings and specifications) 161 days from NTP. All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 5.0 or higher. The NAICS Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $250,000 and $500,000. Award will be made to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing project of this size, nature and cost; Reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper or incomplete architectural and engineering services; and Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. This restriction applies for the ?entire proposed Architect Engineer team? and Award is subject to availability of funds. This is not a request for proposal.
