Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI5074 and is being issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-03. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industrial Code 339111 which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a Confocal Multi-Photon System Microscope and accessories from Carl Zeiss the only known vendor with a system to run with existing laboratory equipment. The laboratory utilizes equipment from Carl Zeiss therefore it is necessary to purchase upgrades from the same source for compatibility. The laboratory is engaged in an effort to image the interactions of immune cells within the tissues of living animals to further understandinf of host defenses. To perform these tasks, microimaging using 4-channel detectors is essential. The following instrument and accessories may be acquired under this acquisition: Item/Description/Quantity: (1) Radiance 2100 AGR-3Q Confocal Multi-Photon System (qty-1); (2) Signal Enhancement Lens (SEL) ? (qty-1); (3) Radiance MP Convertible Adapter for Nikon TE 2000 ?(qty-1); (4) Radiance MP Convertible DDS Interface Nikon TE 2000 (qty-1); (5) TE 2000 Z Drive (qty-1); (6) TE 2000 Transm Detector (qty-1). The FAR provisions and clauses that apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Offerors must include with their offer a completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. The Government intends to make a best overall value buy to the responsible offeror whose offer is most advantageous to the Government. The following factors will be considered: 1.) Compatibility with existing equipment already on premises. 2.) Ability to meet technical requirements. 3.) Price. 4.) Warranty. Offers must be submitted no later than 5:00 P.M.
