Description
. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI -PS-2005-087-DDC, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M for this requirement. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures. The National Heart, Lung, and Blood Institute for the National Institute of Health (NIH), the National Institute of Biomedical Imaging and Bioengineering (NIBIB) intends to purchase Science Management and Research Administration Support Services. The objective of this requirement is to provide a comprehensive support for the NIBIB?s Project Officer (PO) for science management, and evaluation activities, writing/editing and document production, committee meeting planning, coordination, and information and data management support. . The Institute plans, conducts, fosters, and supports an integrated and coordinated program of research and research training that can be applied to a broad spectrum of biological processes, disorders and diseases and across organ systems. The Institute also coordinates with the biomedical imaging and bioengineering programs of other agencies and NIH Institutes to support imaging and engineering research with potential medical applications and facilitates the transfer of such technologies to medical applications. The contractor must have a thorough understanding of NIH policies and procedures, and the ability to rapidly adapt its technical approach to changing requirements, and demonstrated ability to meet fast turn around deadlines. Due to these evolving criteria it is understood that modifications to the work detailed maybe enacted. The contractor must have a comprehensive understanding of the laws and regulations that apply to NIH publications, including the information quality requirements set forth in the directive- Guidelines for Ensuring and Maximizing Quality, Objectivity, Utility, and Integrity of Information Disseminated by Federal Agencies-issued in 2001 by the Office of Management and Budget (OMB). Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the work set forth herein. Task 1-Program Planning, Management, and Evaluation: The Contractor shall evaluate program/event histories, budget considerations and planning committee recommendations to determine requirements as to space, facilities, technology, equipment, lodging, catering, and on-site management. Demonstrate the ability to gather and analyze statistical data and generate reports, and have the demonstrated skill in organizing resources and establishing priorities. The Contractor will also have the knowledge and understanding of meeting and event planning principles, requirements, procedures, and available resources. The contractor will be requiring to coordinate all onsite management of events, preventing anticipated problems and resolving encountered problems in a timely and professional manner. Assists with the design implementation of speaker program evaluation, plans and coordinates complex administrative assignments and special projects and will assesses information, and develops and prepares recommendations. Task 2- Writing/Editing and Document Production: The Contractor is required to compose written matter related to instructions, policies, procedures and the National Advisory Council?s discussions and contribute to the design of announcements, brochures and proofreading of all printed materials related to these events, as well as co-ordinates and develops the collation of material for each event. The Contractor will also Aid with the content decisions, distribution scheduling, and staff responses to various communication mediums. The Contractor shall coordinate the invitation list, printing, procurement needs, and speaker logistics with NIBIB staff and Director, organize and monitors design goals of all publications for the proper transfer of information according to government guidelines. The Contractor is expected to evaluate all materials for completeness and accuracy; including validating conflicting comments, multiple comments from a number of attendees. The Contractor shall provide a meeting summary after each meeting/session, create a final draft of the meeting summary, both hard copies and electronic versions with input from designated NIBIB staff and the Director. The summaries should elaborate on the findings of the peer review administrator(s) for the purpose of understanding and interpreting the summary statements provided by the Scientific Review Administrator (SRA), e.g., Advisory Council discussions and subsequent management of information. Also, the summaries should detail research support, database searches and online information collection; steps taken in the preparation of request for application (RFA) or Program Announcement (PA); and tracking the receipt of letters of intent, pre-proposal/proposal receipts, compliance screening and data management. Task 3- Meeting Planning and Travel Coordination: The Contractor is required to correspond with speakers, confirming their presentation time and location, their audio-visual requirements, and for visiting speakers develops and finalizes all travel and accommodation arrangements. The Contractor is required to participate in the planning and establishment of goals and objectives for meetings, conferences, and/or events, with respect to budgets, speakers, facilities, technology, equipment, logistical requirements, and other related issues, e.g., hotel room availability at government rate, meeting rooms, travel accommodations and completion of all necessary paperwork. Ensure that all necessary participants have the correct government documentation completed, e.g., Expense Reimbursement Forms, or 1099 forms. The Contractor will meet regularly with NIBIB Director or designated representatives to discuss progress, needs, problems, or budgets. Onsite management, completion of attendance rosters, menu planning, performs miscellaneous job-related duties as assigned, and meeting close out procedures. Process expense reimbursement vouchers, including gathering and reviewing submissions from participants. Communicate with travelers to seek clarification or obtain missing receipts. Review and reimburse vendor invoices. The Contractor shall guarantee strict confidentiality of the information/data that is provided by the Government during the performance of this contract. The Contractor shall not release, publish, or disclose sensitive information to unauthorized personnel, and shall protect such information in accordance with provisions of the following laws and any other pertinent laws and regulations governing the confidentiality of sensitive information: 18 U.S.C. 641 (Criminal Code: Public Money, Property or Records) - 18 U.S.C. 1905 (Criminal Code: Disclosure of Confidential Information) - Public Law 96-511 (Paperwork Reduction Act). Disclosure of the information/data, in whole or in part, by the Contractor can only be made after the Contractor receives prior written approval from the Contracting Officer. Whenever the Contractor is uncertain with regard to the proper handling of information/data under the Contract, the Contractor shall obtain a written determination from the Contracting Officer. While working on the premises, all Contractor personnel associated with this contract must wear an NIH ID badge at all times. NIBIB shall provide an NIH email account for each contract employee working on the premises. Use of web-based email, connecting non-NIBIB?s equipment to the NIBIB network, and/or downloading and installing software onto NIBIB equipment is prohibited without written direction of the Project Officer. No part of the work under this contract may be subcontracted without written authorization of the Project Officer. If any work is subcontracted, subcontractors must comply with all requirements contained in this Statement of Work. The Contractor is not allowed to incur local travel costs associated with traveling to and from NIBIB?s facilities. Long distance travel is not anticipated. The period of performance is twelve (12) months beginning upon an award of the contract. The Government reserves the right to terminate the requirement for its convenience, due to unacceptable performance. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The Evaluation procedure is based upon the following technical criteria: (1) Understanding of the Requirements in accomplishing the statement of work; The Offeror?s technical approach shall indicate compliance with the requirements as outlined in the statement of work. A detailed work plan and completion schedule shall be submitted. (2) Experience of Personnel; Documented experience, educational background and training, and availability of the proposed staff and their designated responsibility on the project; This includes the experience, managerial competence, and time commitment of the proposed project manager and the experience, technical competence, and time commitment of other technical staff. (3) Past Performance; Documented successful past performance experience in the knowledge of NIH policies, and programs, advisory council operations, expert technical writing/editing skills and document production. The award will be made to the lowest priced, technically acceptable quote meeting the Government?s requirements. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause read as follows: The offeror must include in their quotation, the unit price, the list price, the prompt payment discount terms, the F.O.B.( Point Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation For Simplified Acquisitions, applies to this acquisition.
