Description
. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate and award a purchase order on a noncompetitive basis to Dr. Robert M. Chasson, 9608 Hawick Lane, Kensington, Maryland 20895, to provide professional and scientific support services for the NHLBI grant review function. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, and materials needed to perform the statement of work. The Contractor shall provide support services to the designated Federal Official (DFO)/Scientific Review Administrator (SRA), by conducting a careful administrative review of grant applications checking the format and content of applications, reviewing personnel and consultant lists and letters of collaboration to determine areas of potential conflicts of interest. The Contractor will assist in searches for potential reviewers with specific expertise to assist in developing rosters. The Contractor will provide assistance in preparing and updating information pertaining to grant applications, by means of automated databases, such as IMPAC II, in accordance with established policies and procedures. The Contractor will attend the Scientific Review Group meetings and provide administrative assistance as required, including drafting notes on administrative issues such as human subjects, animal assurances and budget. The Contractor will ensure timely preparation and release of high-quality, summary statements by preparing drafts of the written summary statements and editing as necessary, for review, revision, and approval by the DFO/SRA. The Contractor will ensure adherence to the Privacy Act by not disclosing any information contained in the grant applications or reviews to anyone not directly connected with the grant review process and must protect the contents of the applications. Satisfactory performance of the contact shall be deemed to occur upon delivery and acceptance by the Contracting Officer, or the duly authorized representative, of the review meeting?s meeting plans, minutes, summary statements, and progress reports as requested by the Project. The Contractor?s project manager shall meet with the NHLBI Project Officer and Review Branch Staff to report on progress on a periodic and / or monthly basis. The designated Federal Official (DFO)/Scientific Review Administrator (SRA), Project Officer is Valerie Prenger, Ph.D. Chief, Review Branch Division of Extramural Affairs, National Heart, Lung, and Blood Institute, 6701 Rockledge Drive Room 7214 Bethesda, Maryland 20892-7924. The Project Officer is responsible for (1) monitoring the Contractor?s technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the Statement of Work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the Statement of Work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. The Government may unilaterally change its Project Officer designation. The DFO/SRA will conduct the review meetings and prepare the final summary statements, and compile sets of raw critiques and copy any handwritten notes from discussion of each application, and also review the drafts and finalize the summary statements after the contractor has completed the required task, and will conduct all functions that are inherently governmental functions. Approximately 860 man hours, averaging 40 hours per week, for a period of six (6) months is estimated for this effort. An option to extend the period of performance for an additional six (6) months is intended for this effort. The sole source determination is based upon the knowledge, skills and expertise gained by Dr. Chasson during his employment with the National Heart, Lung, and Blood Institute (NHLBI). Dr. Chasson, was responsible for the review of numerous program project grant applications and training grants. Dr. Chasson is intimately familiar with the basic tenants for conducting a quality review and the overall procedures for reviewing various grant mechanisms at NHLBI. Dr. Chasson, is thoroughly familiar with the use of the specialized data bases required for the review for the review of NHLBI grant application NHLBI Consultant Reference System, CRISP, and IMPAC II. An award to any other source would affect NHLBI?s anticipated outcome based upon Dr. Chasson?s experience, and would not provide cost savings to the Government. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisition. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest which includes; documented experience of knowledge in all phases of the Federal Acquisition Regulation (FAR) and also familiar with the scientific programs of the NIH as well as the organization structure and staffing. The statement of interest must propose a methodology of assuring the achievement of timely and acceptable performance of the work, as well as the proposed method for administration of costs relevant to this contract, and at least three (3) references documenting past performance experiences and completion of projects. The submission will be evaluated on the Offeror?s hourly rate, documented knowledge, skills, abilities, and experiences as reflected in the statement of interest, and past performance. The statement of interest must be submitted on or before June 6, 2005 12:00 noon. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
