Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure the services for Total Electronic Protocol Submission and Institutional Review Board Operational System for the National Cancer Institute, Institutional Review Board (NCI-IRB). The supplies and services herein are commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program for using commercial items as authorized in FAR Part 13. The North American Industry Classification System Code is 541511 and the business size standard is $21M. The NCI requires software to convert the entire protocol paper approval activity at the CCR to an electronic process. The contractor shall 1) streamline all work processed for protocol development, review, approval, and post-approval management for submissions to the Protocol Review Office (PRO) within the CCR for increased efficiency, effectiveness, and regulatory compliance, 2) create a user configurable electronic workflow that supports the activities of all protocols generated by Principal Investigators and other members of the research teams at the CCR, 3) implement a flexible regulatory compliant and comprehensive electronic protocol submission system that is user-friendly and customer focused, 4) support the daily operational activities of the PRO, 5) support both the Protocol Review and Monitoring Committee (PRMC) and the NCI-IRB meeting activities to reduce the time from review and notification of approval from weeks to days and, 6) provide comprehensive administrative reporting that supports regulatory compliance, quality operations management, and overall programmatic management based on clear evaluation measures. The software shall: a) meet the standards of NIH-NCI intranet security requirements to include: web-based access, role based controls, new user registration, user account verification, access validation, password protection to support frequent password changes, pop-up security reminders for both password and electronic signatures, and integration with NIH?s single sign on security model, b) Provide a user-friendly, customer-focused Graphical User Interface (GUI), c) Provide users basic navigational capabilities from the initial splash screen to include all screens within the constraints of their defined user role, d) Allow easy accessibility and simple system tutorials for the creation of new applications/submissions, access/update of personal profiles, review existing studies/applications, work on drafts using the library concept of single user check in/out with editable Word Documents, maintain version control on all final documents, and system generate data for continuing reviews, amendments, and reports of unanticipated events reporting. Anticipated Period of Performance: August 15, 2005 ? August 14, 2006. Solicitation: The RFQ must be requested by electronic mail or by fax. Telephone requests will not be accepted. Request for the RFQ shall be made to the attention of Malinda Holdcraft, Contract Specialist via electronic mail to holdcram@exchange.nih.gov, or fax 301-402-4513. Requests shall include name of the contractor, DUNS number, telephone and fax numbers, point of contact, business size standard, and identify the RFQ requested as RFQ-NCI-50053-NG on all correspondence. The deadline of this synopsis is June 8, 2005 at 1 PM EST. The estimated issue date of the solicitation is June 13, 2005 and the estimated due date is June 27, 2005. Please note that in order to receive an award, contractors? must be registered in the Central Contractor Registration (CCR), and the Online Representations and Certifications Applications (ORCA).
