- This acquisition is a Full and Open Competition. This acquisition is subject to the North American Industry Classification System (NAICS) code of 237310 with a size standard of $28.5 million. This project consist of furnishing all necessary labor, supervision, materials, licenses, permits, insurance, transportation, and equipment necessary for installing government furnished ACCR conductor, most line hardware and two inset structures in the Davis Dam ??? Topock No. 1 line. The principal components of work include removing 20.8 miles of three-phase 230-kV transmission line conductor; removing three porcelain insulator assemblies from 240 suspension structures, three porcelain insulator assemblies from two substation take-off tension structures and six porcelain insulator assemblies from four tension structures; installing 246 Government-furnished suspension insulator assemblies, installing 30 Government-furnished tension insulator assemblies, installing Government-furnished high temperature ACCR conductor on 20.8 miles of three-phase 230-kV transmission line, installing Government-furnished conductor vibration dampers on conductor, furnishing and installing vibration dampers on four spans of two overhead ground wires, and installing two Government-furnished steel pole H-Frames. All work shall be in strict compliance with the specifications and drawings. A firm-fixed price contract award is contemplated and the period of performance is 180 calendar days after issuance of Notice to Proceed. The project magnitude is estimated between $500,000.00 and $1,000,000.00. Place of performance is Mohave County, AZ. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Tradeoff (PPT). Under PPT procedures, past performance will be evaluated. It is anticipated the solicitation package to include specifications and drawings will be available at no charge on or about 7/20/2004. Requests for a CD copy of solicitation are required.
