Description
NSN(s) Multiple NSNs (See Attached Spreadsheet) Estimated Yearly Quantity 35,972 Unit of Issue: EA and KT, SE, and AY Manufacturer?s Code and Part Number: Multiple Manufacturer?s and Part Numbers (See Attached Spreadsheet) All responsible sources may submit an offer/quote which shall be considered. The subject requirement is for acquisition of 120 NSN(s) with various end items. This proposed procurement includes a family group of items within the Federal Supply Class 2510, 2520, 2530, 2540, 2590, 2815, 2910, 2920, 2930, 2940, 2990, 3020, 3040, 4320, 4330, and 4710. See Note(s): 26. The requirement will result in an award of an Indefinite Quantity Contract for which delivery orders may be placed for one (1) year. The solicitation will be available in FedBizOpps on or about 15 June?05 at http://dibbs.dscc.dla.mil/rfp. The scope of this contract includes the acquisitioning for 120 part numbered items with AMSC codes of B, C, D, H, P, and R. AMSC code of B signifies that the part must be acquired from a manufacturing source (s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Government data rights or manufacturing knowledge are not available to permit acquisition from other sources. AMSC code of C states that this part requires engineering source approval by the design control activity in order to maintain the quality of the part. The approved sources retain the data rights, manufacturing knowledge, or technical data that are not economically available to the government. Therefore competition is restricted to a limited number of sources. AMSC Code of D signifies that the data needed to acquire this part competitively is not physically available and cannot be obtained economically. It also states that it is not possible to draft specifications of any other adequate, economical description of the material for a competitive solicitation. AMSC code of H states that the government does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source (s). AMSC code of P signifies that the rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. It is also uneconomical to reverse engineer this part. AMSC code of R indicates that the government does not own the data or the rights to purchase this part from additional sources. It has also been determined to be uneconomical to but the data or rights to the data and it would furthermore be uneconomical to reverse engineer the part. Delivery for this acquisition will be on an FOB Destination basis. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 5 years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. This solicitation will be issued as an unrestricted solicitation with other than full and open competition.
