Description
The solicitation will be issued electronically on the FEDBIZOPPS web page on or about JUNE 16, 2005 at http://www.eps.gov/. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. THIS REQUIREMENT IS HUBZONE SET-ASIDE FOR COMMERCIAL ITEMS AND WILL BE EVALUATED USING PAST PERFORMANCE AS AN EVALUATION FACTOR. This vessel is geographically restricted from Brownsville, TX to Shallottee Inlet, NC. Provide all labor, material and equipment necessary to perform DRYDOCK repairs to the USCGC FARALLON (WPB-1301) including but not limited to the following Base items: (1) Inspect and Preserve Tank Top and Bulkhead Plating; (2) Remove, Inspect, and Reinstall Propeller Shafts; (3) Inspect Bronze Sleeves in Various Shaft Packing Areas; (4) Overhaul Mechanical Shaft Seal Assemblies; (5) Renew Water Lubricated Propeller Shaft Bearings; (6) Remove, Inspect, and Reinstall Propellers; (7) Preserve Transducer Hull Ring; (8) Renew Valves; (9) Remove, Inspect, and Reinstall Rudder Assemblies; (10) Overhaul Stabilizing Fins; (11) Clean and Repair Sewage and Grey Water Piping System; (12) Renew Oily Water Discharge Piping, Dirty Oil Tank Gooseneck Vent and Stanchion; (13) Clean and Inspect Heat Exchangers; (14) Inspect and Preserve Areas in Engine Room; (15) Preserve Forward Peak Compartment; (16) Preserve and Disinfect Portable Water Tanks; (17) Preserve Underwater Body; (18) Preserve Freeboard; (19) Preserve Weather Decks; (20) Inspect and Maintain Cathodic Protection System; (21) Renew Capastic Fairing; (22) Routine Drydocking; (23) Provide Temporary Logistics; (24) Inspect and Repair Areas in Aft Steering Compartment; (25) Renew Through-Deck Packing Glands; and (26) Install Windshield Washer System. Package also includes but is not limited to the following Option items: (1) Welding repairs; (2) Perform Stern Tube/Strut Alignment Inspection; (3) Inspect Government Furnished Propeller Shaft; (4) Remove, Fabricate, Fit, and Install Shaft Packing Bronze Sleeves; (5) Repair Propeller Root Erosion; (6) Balance Propeller; (7) Renew Rudder Upper and Lower Bearing; (8) Renew Lower Fin Stock Bearing; (9) Renew Cathodic Anode; (10) Renew Reference Electrode; (11) Provide Additional Temporary Logistics; (12) Composite Labor Rate; and (13) Lay Days. This vessel is a 110 Foot ?A? Class Patrol Boat. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Vessel's homepier is located at MIAMI, FL. All repairs are to be performed at the Contractor?s facility. The performance period is FORTY (40) calendar days beginning on or about October 24, 2005. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. "Attention: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE's). The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
