Description
The U.S. Department of Agriculture, Pacific NW Research Station – Pacific Wildland Fire Sciences Lab, intends to procure services for the development of an on-line help and tutorials system for their web based map and data server titled BlueSkyRAINS (www.blueskyrains.org). BlueSkyRAINS is designed to assist in fire and smoke management and was developed by the USDA-FS, PNW, AirFire Team. It is built with ESRI ArcIMS using ESRI ArcSDE and MSsql software on Windows and Linux operating systems. Work performed under this project should be done in PHP and html, and offerors should have knowledge of Apache. The work completed must be compatible with a Linux based server and so while Linux is not a strict requirement, it would be preferred. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All proposals must be submitted by June 7, 2005. It is anticipated that award will be made by June 20, 2005 and that work on the project will start not later than July 1, 2005. The solicitation number for this project is R6-OLY-5-0016 and is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This combined synopsis/solicitation is issued as a service-disabled veteran-owned small business set-aside. The applicable NAICS code is 541511 with a corresponding size standard of 21 million. The service contract act applies to any award made against this combined synopsis/solicitation. LINE ITEMS Task 1 – Project Identification, Unit of Measurement = hourly rate Task 2 – Design and Develop Software for Prototype Online Help Tool, Quantity = 1, Unit of Measurement = lump sum Task 3 – Design and Develop Templates for Online Tutorial, Quantity = 1, Unit of Measurement = lump sum Task 4 – Miscellaneous Review and Assistance, Unit of measurement = hourly rate Travel Rate – To and from place of performance, Unit of measurement = lump sum (this rate should be quoted as contractor’s cost to travel round trip to and from the location listed in this solicitation as the place of performance) Note: The task items listed above are described in greater detail below. Offeror shall submit quotes for each of the line items listed above along with all other information required in the Applicable Clauses and Provisions section below. DESCRIPTION OF SERVICES Task 1: Project Identification A. Meet initially with the Contracting Officer and the AirFIRE team to quantify their assistance needs and objectives, and to identify specific task items not sufficiently described in this solicitation, if any. Task 2: Design and develop Software for Prototype Online Help Tool A. Contractor will design an online help tool for BlueSkyRAINS using content provided by the AirFIRE staff. Content provided will include information about ArcIMS interface and background map layers. B. Contractor will develop a prototype of the Help tool. C. Contractor will provide to the AirFIRE staff clear instructions for installing and updating the Help tool software. D. After installation and testing of the prototype by the AirFIRE team, contractor will make modifications to the prototype as per AirFIRE team requests. It is anticipated that the installation and testing process should take approximately two weeks. Task 3: Design and Develop Templates for Online Tutorial A. Contractor will develop an online tutorial to include 3 to 5 templates presenting the functionality of the BlueSkyRAINS website from the point of view of various users. AirFIRE staff will provide the content which will include interactive exercises using BlueSkyRAINS. The contractor will assist in organizing the content and developing software for its presentation. B. Contractor will develop prototype templates for four separate units to include an Introduction to BlueSkyRAINS and a unit to demonstrate the functionality to a Fire Management Officer, a Regional Smoke Manager, and an Air Quality Regulator. The content for each of these units will be developed by AirFIRE staff. C. Contractor will provide to the AirFIRE staff clear instructions for installing and updating the tutorial software. Upon installation and testing, contractor will make modifications to software as per AirFIRE team requests. It is anticipated that the installation and testing process should take approximately two weeks. Task 4: Miscellaneous Review and Assistance A. Provide feedback on the overall performance of the Help system and tutorials upon project completion. B. Perform other required tasks as identified by the BlueSkyRAINS development team. DATE AND PLACE OF DELIVERY All four major tasks shall be completed by October 1, 2005. Initial and any subsequent meeting will be held at the Pacific Fire Sciences Lab in Seattle, WA. All other work on this project will be completed at the offerors location. Acceptance of each major task will occur once all sub-items have been completed. PAYMENT Payments under this project will be made in accordance with the applicable clauses and provisions listed below. Task items 1 and 4 will be paid at the quoted hourly rate while task items 2 and 3 will be paid at the fixed price quoted. Travel time will be paid at the quoted travel rate above and the hourly rates will not apply during time of travel.
