An y prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: Project involves construction of a tactical equipment complex. Major work items include a vehicle maintenance shop (37,000 SF), oil storage building (600 SF), and deployment storage building (10,500 SF). Supporting facilities include utilities; electric service; sewer and storm drainage; paving, walks, parking; information systems; and site improvements. The project will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Prop osals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The technical proposal will be evaluated utilizing the facto rs set forth below. Factor 1: Construction Past Performance; Factor 2: Corporate Relevant Specialized Experience; Factor 3; Construction Duration Factor 4: Management Effectiveness. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with offeror. Options will be in cluded. Estimated cost range of project is from $5,000,000 to $10,000,000. Network Analysis System will be required. COMPETITION WILL BE LIMITED TO 8(a) CERTIFIED CONSTRUCTION FIRMS LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF SBA REGION IV AND OTHER 8(a) CERTIFIED CONSTRUCTION FIRMS HAVING A BONA FIDE BRANCH OFFICE LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF SBA REGION IV. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. This solicitation will be issued in electronic format only and will be avail able on or about February 8, 2005, on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the offeror's responsibilit y to check the Internet address provided above as necessary for any posted changes to this solicitation and all amendments.
