Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number N00421-05-T-0104 is issued as a request for quotation (RFQ). The incorporated document, provisions, and clauses are those in effect through Federal Acquisition Circular 05-03, and DFARS Change Notice 20050422. This action is not set aside for small businesses. This requirement is being synopsized as an other than full and open competitive acquisition for Malibu Research Associates or its authorized distributors. Interested Parties, other than Malibu Research Associates and its distributors, may submit a capabilities statement. Capability statements will be used to determine whether or not to open the procurement to include other than Malibu Research and its authorized distributors. The government reserves the right to continue the procurement as is. The government will not pay for or return a capabilities statement. The applicable North American Industry Classification System code is 334220 and the small business size standard is 750 employees. The Naval Systems Command Aircraft Division (NAVAIR-AD) has a requirement to procure three mobile eight-foot Automatic Tracking Telemetry Antenna Systems (ATTAS) to receive and optimize aircraft test data prior to processing by the Real-Time Telemetry Processing System IV (RTPS-IV) as follows: CLIN 0001 P/N 562000-02 Eight Foot Autotracking Telemetry Antenna System (QTY 3). The ATTAS shall utlilize an advanced harmonic gear drive and Smart Motor technology to provide a lightweight mobile tracking system. The quotation shall include Free On Board (f.o.b) Destination shipping terms. Delivery will be to the Naval Air Systems Command, Patuxent River, MD 20670. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposal. A firm fixed price contract is anticipated. The clause at 52.212-1, Instructions to Offerors-Commercial Items, (Jan 2004) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (Jan 2005) applies to this acquisition. The Government will award in accordance with FAR part 13 on a lowest priced – technically acceptable basis. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Mar 2005) with its quote including DFARS 252.212-7000 Offeror Representations and Certification – Commercial Items (NOV 1995 if applicable. FAR 52.212-4 Contract Terms and Conditions –Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition.
