Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, H92243-05-T-TC01 is issued as a request for quotation (RFQ) and is anticipated to result in a Firm Fixed Price (FFP) contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The associated NAICS code is 611699 and small business standard is $6.0. Line Item 0001 NAVAL SPECIAL WARFARE GROUP TWO has a requirement for Anti-Terrorism Training. The requirement consists of providing 10 students 14 days of training 10-12 hours per day some nights will be required. Training to consist of intelligence and cultural debriefing, surveillance and counter surveillance tactical training and final exercises. The instructors must consist of three specialists, each one an expert in firearms and tactics, undercover operations, counter intelligence combat, Guerilla warfare, Special Operations and Lecturing. Some instructors must speak Arabic. The government period of performance is 6-17 June 2005. FOB Point: Greater Houston Texas area. The provision at FAR 52.212-1 Instructions to Offerors-Commercial applies to this acquisition. Offerors are required to complete and include a copy of the following provision with their proposals: FAR 52.212-3, Offeror Representation and Certifications- Commercial Items. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition as well as FAR 52.212-5(DEV) Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. DFARS 252.212-7001 (DEV) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.225-7001 Buy American Act and Balance of Payments Program (APR 2003). See Numbered Note 1. Responses to this solicitation are due by COB June 01, 2005 at 4:00 pm.
