Description
NASA/DFRC plans to issue a purchase order to Utah State University (USU)of Logan, Utah 84322-1415 to provide specific technical support and required services to develop 3-Degree of Freedom (3-DOF) desktop simulation and the modifications to the high fidelity 6-DOF simulation for the performance of the Aero Assist Mars Transfer Vehicle Technology Systems. Objective: The contractor will be required to develop, analyze, validate, control implement data and provide feedback for both the 3 DOF Desktop Orbital Trans-atmospheric simulation and the development of advance algorithms and upgrades to 6-DOF high fidelity orbital configurations simulation for the Aero Assist Mars Transfer Vehicle Technology Systems. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) NASA/DFRC intends to procure the development of 3-DOF Desktop Orbital simulation and the development of advance algorithms and upgrades to 6-DOF high fidelity orbital simulations directly from Utah State University of Logan, Utah. The authority for other than full and open competition is 10 U.S.C. 230(c)(1) ?Only one responsible source and no other supplies or services will satisfy the agency requirements?. Justification is based upon the Utah State University?s unique knowledge, capability, technology, faculty members to perform both hypersonic aerodynamics and orbitology, and expert advice and research in orbital mechanic methodology applicable to the AAMTV design. USU is the only university who has specific faculty members who can specialize in developing desktop simulators and high fidelity 6-DOF simulators. Awarding to any other source(s) would result in failure to meet the Agency?s deadline and requirements. The Government intends to acquire a commercial item using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30p.m. local time on June 6, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
