Description
Technical Assistance in Agriculture: The Millennium Challenge Corporation (MCC) provides U.S. Government assistance to developing countries that are committed to ruling justly, investing in people and encouraging economic progress. Eligible countries develop Compacts with MCC to implement sustainable programs to achieve the goal of reducing poverty through growth. The Division within MCC dealing with Agriculture programs and from which these requests will come is Markets and Sectoral Assessments (MSA). MCC-MSA is seeking consulting services from individuals, private firms, universities, not-for profit or other organizations for short term assignments to evaluate the technical, economic and social issues of project proposals (due diligence) during the Compact process with MCC eligible countries. Examples of assignments include three broad areas: 1) Technical, economic or social assessments of rural infrastructure such as market access road rehabilitation, reservoir and irrigation schemes for agriculture; 2) Technical, economic or social assessments of agricultural productivity and agricultural value chains and their impact on economic growth and poverty alleviation and 3) Technical, economic or social assessments of land tenure (rural or urban) as it relates to economic growth and poverty alleviation. Specific fields of expertise include: agribusinesses; agriculture economics; land tenure and land market issues; watershed management and reforestation; agriculture input services; applied agriculture research and extension; agriculture cooperatives and associations; and other agribusiness related assistance. One or more awards will be made that provide flexible and rapid response by fielding appropriate individuals or teams which meet MCC-MSA needs as they are requested. However, awardees can specialize in one or more of the above mentioned areas of expertise. All awardees must demonstrate a capacity to meet MCC requests quickly and with high quality. Consulting services can range from one day to several months in duration and on location in any one of the MCC countries (see www.mcc.gov for list of eligible countries). The Government contemplates award of Blanket Purchase Agreements to multiple sources with a five year period of performance. Call orders will be issued on a firm fixed price and/or Time and Materials basis. The Government will provide no commitment to awardees for actual contract orders. North American Industry Classification System (NAICS) code 926110, size standard $ 5 million award total. This is not a small business set-a-side. To be eligible for award, offerors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov.
