Description
The Marine Corps Systems Command (MARCORSYSCOM) has a requirement for an Anti-Personnel Obstacle Breaching System (APOBS) Mk 7 Mod 2 and associated non-recurring material costs. APOBS is a two-man, backpacked system, which can breach footpaths through anti-personnel land mines and wire obstacles. The required delivery quantity for this procurement is nine hundred and fifty (950) APOBS with a required period of performance of approximately eight (8) months after contract award. MARCORSYSCOM intends to award a sole source contract to Ensign-Bickford Aerospace and Defense Company (EBA&D), 640 Hopmeadow Street, Simsbury, Connecticut 06070. EBA&D is the designer, developer, and manufacturer of the current configuration of the APOBS system and as such, is the only contractor qualified and capable to fulfill the Government's requirement to manufacture the required quantity of APOBS within the required delivery period. See Numbered Note 22.
