- Description
- FISC NORVA Philadelphia Division intends to solicit for educational support services for the Navy?s voluntary education program designated as the Navy College Program (NCP). The services are to be provided for afloat and ashore based personnel at worldwide locations. The service provider will be required to provide all labor, management and supervision necessary to perform the requirements detailed in the Statement of Work. Contractor support will be required in three areas: Education Advisement, Test Examination, and Call Center Support. Education Advisors will perform the following functions: 1) education advisement, counseling, and briefing, 2) test administration, 3) tuition assistance, 4) computer lab monitor, 5) education planning, 6) program management of on-base/distance education programs, and 7) administrative/clerical assistance. Test Examiners exclusively perform test administration functions. Call Center Agents perform as agents in the operation of the Navy Call Center, providing general and specific information on the NCP and related Voluntary Education Services to active duty military, dependents, Navy College personnel, and all other interested parties. This acquisition will be set aside for award under the Small Business Administration?s 8(a) Program. Competitive solicitation for a Firm Fixed Price (FFP) type contract utilizing commercial items procedures is anticipated. The contract will consist of a base period beginning 01 October 2005 or date of award (whichever is later) extending to 30 September 2006, and four (4) possible twelve-month options. The solicitation will require the submission of technical and cost/price proposals. The Request for Proposals will be made available electronically upon its release at http://www.neco.navy.mil. At this time it is anticipated that the Request for Proposals will be issued approximately 13 June 2005. It is the Government?s intention to release this solicitation through electronic means only.
