- The Naval Surface Warfare Center Panama City, FL 32407 intends to solicit Kaman Aerospace Corporation, 3480 East Brittania Drive, Tucson, AZ 85706-5007 on a sole source basis for the services required to conduct laboratory tests of their one of a kind and proprietary camera. The Kaman Zenith three-dimensional camera collects a block of images consisting of 64x64 pixels and 16 frames at up to 100 million frames per second. It generates a full volumetric three-dimensional image, a ?data cube? essential to image in highly scattering media such as turbid water. One data cube is produced from each laser pulse. This is accomplished using a proprietary design unique to the Kaman camera. The properties provided by this design are of critical interest to the Government in its effort to develop mine hunting technology. No other camera design, like this one, exists which would collect three dimensional imagery in the same way. Another unique design does exist which plans to acqui! re underwater imagery and that purports to deliver to the Government a capability for underwater mine detection equal to or superior to the Kaman design. It is not determinable whose design is in fact superior without evaluating the competing assertions of the parties involved. For this reason the Government must conduct a test of the Kaman design camera under conditions controlled by the Government. Testing will be performed at the Naval Support Activity Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 334511 applies. SBA size standard is 750 employees. FSC is 6650.
