Description
Naval Sea Systems Command (NAVSEA) intends to negotiate a sole source Fixed Price Incentive (FPI)/Firm Fixed Price (FFP) Contract to Lockheed Martin, Lockheed Martin Maritime Systems & Sensors Electronics Park, Building 6 Room 108, P.O. Box 4840 Syracuse, NY 13221-4840. NAVSEA will issue the solicitation on approximately 20 June 2005. The procurement requirement consists of three Low Rate Initial Production (LRIP) Remote Minehunting Vehicle (RMV) units in FY05 with two Full Rate Production options for eight RMV units in FY06 and three RMV units in FY07. Engineering Services are needed for FY05, FY06, and FY07. This effort is in support of the Remote Minehunting System (RMS) Program, in which Lockheed Martin is the prime contractor and the only contractor who possesses the knowledge and ability to oversee the fabrication and support of the RMV LRIP, and FY06, and FY07 buys. Any other company attempting to fabricate RMV units would incur substantial cost, duplicati! ng what the Navy has already expended during the development phase. There is no opportunity for recovery of this investment through competition. As a result, Lockheed Martin is the only source that currently possesses the technical qualifications and necessary resources to perform the work in total described herein as well as adhere to the required timeframe to support the Navy?s needs. Notice: See Note 22. Note 22? The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
