Description
The procurement of this project will be a competitively negotiated, firm fixed price contract utilizing the best value source selection process for construction of a Bulk Fuel Storage Tank at the Naval Air Station, Oceana, Virginia Beach, Virginia. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to construct a 20,000 barrel aviation fuel tank, pump station and associated piping at the Fuel Farm, NAS Oceana. The facility to be constructed under this project is to provide a sustained, independent storage quantity necessary for continuous maximum operations during emergency or wartime contingencies. The tanks will support aircraft until re-supply can support the operation. The project will include One (1) 20 MBBL Tank, Containment and Pump Station & associated piping. This facility will store needed JP-5 Fuels and provide fuel, through existing piping and distribution systems, to waiting aircraft on the aircraft parking aprons and truck fill stands. This project will connect the new bulk storage tank to the existing transfer piping system. An automatic tank gauging system is a proprietary item to be installed in the new bulk aviation fuel storage tank. Offerors are advised that award will be made without discussion or any contact concerning the proposals received unless it is determined otherwise necessary. Offerors should not assume they would be contacted, or afforded the opportunity, to qualify discuss, or revise their proposals. However, the Government may contact offerors for the purpose of clarifying aspects of the proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted the offerors in the competitive range will be afforded the opportunity to revise their proposal. Offerors will be evaluated on both technical and price proposals. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. Solicitation, plans and specifications will be issued approximately 13 June 2005. Technical proposals will be evaluated based on their technical merits for the identified criteria. Proposers in the competitive range will then be afforded the opportunity to submit price proposals. The receipt date of technical proposals is approximately 28 July 2005. The receipt date for price proposals is approximately 11 August 2005. Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The North American Industry Classification System (NAICS) Code for this project is 237120 with a Size Standard of $28,500,000. This project is unrestricted. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
