Description
The U.S. Geological Survey (USGS), Biological Resources Discipline, Western Ecological Research Center (WERC) has a recurring need for transmitters, both radio frequency and satellite, for use in wildlife telemetry research. At this time, the WERC is interested in transmitters appropriate for use with birds, reptiles, and mammals; transmitters appropriate for use with fish are not required. The Government intends to establish one or more Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with responsible supplier(s), each with an ordering period of five (5) years. During this ordering period, when a requirement is identified, the Government will have the option to place an order with the contract holder without the need for further competition or public notification. This will greatly simplify and expedite the process of acquiring these transmitters, and will ensure that the WERC's science mission is accomplished. To solicit, the Government will release a list of the transmitters, by brand and model number, that have been repeatedly purchased in the past and for which there is anticipated to be a continuing and recurring need. Any interested and qualified prospective contractor may propose to supply these items or their functional equivalents (brand name or equivalent specification). For each required type of transmitter, the Government will select the single contractor that provides the best value over the ordering period of five years. This process may result in the issuance of one contract, or several. In the case of several contracts, when the Government identifies the need for a specific type of transmitter, an order will be placed with the contract holder without public notification or notification of any other contract holders. In this way, this is not a "multiple award" situation as described in Federal Acquisition Regulation (FAR) 16.504(c); rather, it is a situation better described as several single awards. At this time, the Government anticipates including the products of four (4) companies on this list: Advanced Telemetry Systems, Inc. of Isanti, MN; Holohil Systems Ltd. of Ontario, Canada; Microwave Telemetry, Inc. of Columbia, MD; and Telonics, Inc. of Mesa, AZ. This list is not necessarily complete; the Government reserves the right to include additional products in the solicitation. As required by FAR 5.102(a), the forthcoming solicitation (number 05WRQQ0125), will be made available through the Governmentwide point of entry (GPE) at http://www.fedbizopps.gov on or about 20 June 2005. Please note that this acquisition is conducted utilizing simplified acquisition procedures in accordance with FAR 13.5; any resulting solicitation will be issued as a Request for Quotation (RFQ).
