Description

This announcement is under full and open competition, there are not set-asides. The National Park Service has a requirement for the construction of a new 21,700 square feet, single story, timber and frame Visitor and Discovery Center at Moose, Wyoming in Grand Teton National Park. The work involves all typical disciplines of site work and building construction. Site construction includes, demolition, clearing, grading, utilities (water, sewer, telecommunications and propane gas), irrigation system, paving for circulation, parking and paths, landscaping and re-vegetation using Government furnished plant material. Building construction work includes concrete foundations, walls, and integral colored slabs, concrete pavers, shear walls, stone masonry fireplace and chimney, log columns and beams, glue laminated roof framing, cedar and metal siding, standing and flat seam copper roofing, custom and glazed aluminum curtain wall, ceramic and quarry tile, carpet, painted gypsum wall assemblies, suspended wood ceiling acoustics, public and private rest rooms, alarm and surveillance system, fire protection systems, ground source cooling system, gas fired boiler, snow melt system, heat recovery system, electrical distribution system, voice and data systems, emergency power system, space and exhibit lighting with lighting controls. There will be bid alternatives as follows: 1. Add tongue and groove fir decking at exposed soffits; 2. Additional parking area and imrpovements; 3. Substitute plywood formed concrete finish for board formed; 4. Add planting for additional Government furnished trees; 5. Substitute primed and painted finish for black oxide finish at exposed interior steel; 6. Substitute 1"X8" rough sawn cedar siding for 2"X12" smooth sawn; 7. Substitute permanent irrigation system for temporary quick couple system; 8. Add snowmelt system at terrace; 9. Substitute painted steel roof for copper roof. This project is being procured as "Best Value" source selection wherein potential contractors, in addition to consideration for price, will be required to address their technical capability as supported by their past performance and relative experiences. Each proposal will be rated and the Best Value will be determined by those ratings on the basis of 50% price and 50% Past Performance and Relative experience. The magnitude of construction ranges between $10,000,000 and $15,000,000. The NAICS code for this procurement is 236220. Offers will be accepted from all responsible, responsive firms. Currently, final funding for this project has not been received. It is expected that funding will be received prior to receipt of proposals. An amendment to this announcement and to the Request for Proposals will be issued immediately upon receipt.
