Description

USACE, Engineer Research and Development Center (ERDC) proposes to issue a sole source award to Campbell Scientific, Inc., 815 W. 1800 N, Logan, Utah, 84321 for the purchase of Eddy Covariance Sensor Measurement System measurement system. The system is an automated environmental measurement system. The system has to be capable of integrating with the existing Environmental Field Stations developed by Campbell Scientific. The system will provide measurement of sensible heat, water vapor, and trace g as fluxes and atmospheric variables at various field sites in support of environment research and development activities. The dedicated system needs to measure atmospheric gradient/vertical turbulent transport directly and must contain a three dimensional anemometer and an Open-Path Krypton hydrometer or LI-COR Open-Path water and carbon dioxide analyzer. Other sensors integrated with the system include a soil thermocouple, soil heat flux plate, air temperature probe, solar radiation probes/shields, and wat er content reflectometer together with aluminum tripods/arms and special cables to couple the sensors to a weather-resistant digital data logger/recorder designed for operation in complex environments. The data loggers must be programmable for different se nsors sampling intervals and must operate unattended for long time periods (3 to 6 months). The automated system is self -contained and powered by rechargeable batteries and solar panel and controlled by a voltage regulator. Special software is available f or calculating system output parameters and the system must be designed for remote data retrieval using communications protocols and must allow for landline, cell phone, RF and internet communications. A firm-fixed price award will be made utilizing the S implified Acquisition Procedures. Any other responsible source able to provide the equipment is encouraged to respond to this announcement within 15 days after its publication. This is not a request for quotations and there is no solicitation available at this time.
