- Description
- The West Virginia Air National Guard located at Martinsburg WV and the USPFO for West Virginia intends to issue a Invitation for Bids (IFB) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, material s, tools, equipment, appliances and supervision necessary to perform and complete construction of a 12,000 SF C-5 Flight Simulator Facility located at the 167th Airlift Wing, Eastern WV Regional Airport, Martinsburg, WV. Description of proposed construction includes, but is not limited to, reinforced concrete foundation and floor slab with steel framed masonry walls and roof structure. Functional areas include the simulator bay, classroom and administrative support offices . Contract will include all utility systems, site improvements, and support. Site is unimproved and will require utilities to be run to the site. The building exterior is to be compatible with the base architectural style. The estimated construction cost is between $1.0 million to $5.0 million. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Info rmation Center at 1-888-227-2423. The North American Industry Classification System (NAICS) code for this work is 236220, Commercial and Institutional Building Construction. This acquisition is restricted to 8(a) certified contractors registered in West Virginia. All responsible sources are encouraged to bid. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The tentative date for issuing the Invitation for Bid is on-or-about 12 July 2005. The tentative date for the pre-bid conference is on-or-about 20 July 2005, 1:00 p.m. local time at the 167th AW Air Base. All contractors are encouraged to attend and shoul d register in accordance with the requirements to be provided in the solicitation for clearance to the facility. It is requested that any questions you might have for the pre-bid be sent via EMAIL by 19 July 2005, to p&cwv@wv.ngb.army.mil. The bid opening is scheduled for on-or-about 8 September 2005, 1:00 p.m. local time at the 167th AW Air Base. Construction /contract completion time is one year after award. This project has been assigned Invitation for Bid (IFB) number W912L8-05-B-0001. Requests for the solicitation package should be submitted as soon as possible after the formal issue of this advertisement in Federal Business Opportunities (FedBizOpps). All contractors and subcontractors interested in this project must register at this site.
