- DOMESTIC WATER The Government is contemplating to award a 5 year (one base year with four option periods) requirements contract for Repair/Replace Domestic Water Mains on McGuire AFB, NJ, to perform all work necessary to repair/upgrade by method of Pipe Bursting/Direct Excavation (trenching) sections of the Domestic Water Pipes. Work will be on a required basis. This project includes furnishing all labor, equipment and materials to perform the work described above. In general the work will consist of: Repairing/Upgrading Domestic Water Pipes. By method of Pipe Bursting, a substantial portion of the requirement, which consists of patented licensed hydraulic puller equipment and pneumatic ram cutting heads to split and break old pipe while drawing in new welded-fused polyethylene pipe in its place minimizing excavations and pavement restoration. The above general description of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, materials, and equipment needed to complete work in accordance with the plans and specifications. Performance period for this project will be identified with each individual delivery order issued. The magnitude of this project is between $1M and $5M. The proposed procurement listed herein will be restricted to HUBZone certified contractors. Award will be made based upon the Best Value to the government using past performance and price, with past performance being significantly weighted. The government reserves the right to award a contract to other than the lowest price offeror. North American Industry Classification System (NAICS) Code for this procurement is 237110. Any concerns responding to this solicitation is considered a small business if the annual records of the concern and its affiliates for the proceeding three fiscal years do not exceed $28.5 million. All relevant solicitation documents including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) Website <http://www.fedbizopps.gov> by following the links on the FBO website to: DOD, Department of the Air Force, Air Mobility Command, 305th CONS McGuire Air Force Base. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for bids. Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of award.
