Description
As part of Market Research, this Request for Information (RFI) will be used determine if there is more than one source capable of upgrading existing multiple Motorola Land Mobile Radios (LMR) at bases and tenant organizations assigned to the authority of the AETC. A firm-fixed price contract with a base year and one option year is contemplated with a performance period of 2 years. The North American Industry System Code (NAICS) for this acquisition is 334200 with a size standard of 750 employees. Once Market Research has been completed, the Request for Proposal (RFP) will be placed on the Federal Business Opportunities website http://www.eps.gov. It will be the responsibility of prospective offerors? to check this site regularly for any postings or changes. Prospective offerors? must be registered in the DoD Central Contracting Registration (CCR). Registration may be accomplished at http://www.ccr.gov. All responsible small businesses are encouraged to respond to this RFI. Overview: In Nov 2004, the National Security Agency (NSA) issued guidance that their approved DES encryption would no longer be supported in two years. All encryption keying material is authorized and provided by NSA to individual bases, which for Digital Encryption Standard DES will cease to exist Nov 2006, with only Advanced Encryption Standard (AES) available. That decision means that the current AETC encrypted inventory of Motorola equipment needs to be upgraded to the approved NSA AES standard prior to Nov 2006. The Government seeks to implement this upgrade of LMR radios to all AETC bases and tenant organizations through one FFP command-wide LMR upgrade services contract. The contractor shall provide all personnel, equipment, transportation, tools, materials, supervision, and other items and services necessary to perform the conversion of the LMR radios, which consists of portables, mobiles, and consolettes from current DES to AES in accordance with the manufacturer?s specifications, to include a proprietary personal computer memory card and software. 5) Interested vendors should respond via e-mail their capability statement/information to the listed point of contacts. All prospective offerors? shall indicate their size standard (large business, 8a, etc) when replying to this RFI. In your response briefly describe your company, experience with LMR maintenance or similar items to cover all points listed in the overview, and any information you deem relevant. The capabilities statement/information should include as a minimum a detailed description of your service (including requirements/system compatibility, software and hardware maintenance/modification/upgrade requirements) and catalog or brochure. Provide a point-of-contact to include an e-mail address, your Federal Cage Code, Data Universal Numbering System (DUNS) and Central Contract Registration (CCR) number. All contractors must be FCC registered, and all responses must address how the company will obtain Motorola?s proprietary data if applicable. Responses are due NLT COB 3:00 CST on 08 June 2005. Any response to this RFI submitted by a prospective offeror shall be submitted at no cost to the Government and the Government is in no way obligated by the information received.
