- The Government is seeking professional design services from an architect-engineering firm to develop working drawings and specifications for construction to renovate existing eye clinic space into research administrative space to include replacement of the HVAC system for the second floor of the clinical addition. The proposed area to be included in the scope of the interior renovation is approximately 5,000 SF in the clinical addition. This work will include replacement and upgrade of the air handling unit for this area, to include the adjacent spaces in this heating zone. This work includes architectural, electrical, HVAC, fire alarm and miscellaneous mechanical. The project will include interior finish replacement and improvements throughout the renovated space with partion and utility changes to accomodate the user requirement where necessary. The project will replace the air handling unit for this floor to include a new VAV system in the area of the interior renovation. Minimal duct and control changes are anticipated in the occupied areas of this floor outside the renovation. Design shall be in compliance with all applicable building codes and VA design standards. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at University Drive. All designs will be compliant with space criteria referenced in VA Handbook 7610. Replace existing HVAC units and provide additional units and controls where necessary to meet modern standards throughout the area. Update finishes throughout to modernize the appearance of all spaces. The A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations (known items already identified do not need re-tested), bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 "Room Finishes, Door and Hardware Schedule. The architect-engineer will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify all dimensions, wall layouts, etc. A/E shall field verify every aspect that relates to the project. A/E shall coordinate visits with the Project Engineer. A/E must be proficient in the use of Auto Cad 2000 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $1,000,000.00-$2,000,000.00. Area of consideration is restricted to within sixty (60) miles of the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240. Those interested firms, both small and large, within the area of consideration, shall submit three (3) copies of current SF 330 to the attention of Pamela Rayburg (Contracting Officer) 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The NAICS code is 541330 with the small business size standard of $4.0 million. Due date for SF 330 is June 27, 2005 at close of business (COB) 4:30 PM. This is not a request for proposal.
