Description
The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Irene Saunders Goldstein, Arlington, VA. Purpose: The Substance Abuse and Mental Health Services Administration (SAMHSA) was created in 1992 improve prevention, treatment and rehabilitation services for individuals with mental health issues and substance abuse disorders. Within SAMHSA, the Center for Mental Health Services (CMHS) provides national leadership and direction for policies, programs and activities designed to improve mental health prevention and treatment for services for people with mental health issues and their families, and people at risk of mental illness. Within CMHS, the Division of Prevention, Traumatic Stress and Special Programs (DPTSSP), the Prevention Initiatives and Priority Program Development Branch provides oversight of the Safe Schools Healthy Students (SS/HS) Initiative. This initiative, which is a collaborative effort among the U.S. Departments of Justice, Education, and Health and Human Services, uses the Branch's expertise in developing and managing programs that foster the healthy development of children and prevent youth violence and other behavioral problems. In 2002, CMHS funded the creation of an oral history to describe the inception at the Federal level of the SS/HS initiative. This project was quite successful in offering a rich description and analysis of the SS/HS grant program. The oral history developed in 2002 led to the further funding and advancement of SS/HS. A follow up to this initial oral history is intended to now focus on the specific histories of the current or past SS/HS grantees. It is imperative that in addition to the quantitative data gathered from the grant evaluations, that rich qualitative information also be preserved. These proposed stories and narratives are designed to capture the essence of the SS/HS initiative and the impact these grants have on youth and their local communities. Irene Goldstein is the sole author of the 2002 Oral History of the SS/HS Initiative. She has had extensive experience in qualitative research, particularly in the field of writing oral histories. The Oral History she produced for CMHS greatly advanced the initiative, allowing the Federal Agencies involved with funding the SS/HS grants, as well as Congress and the White House to be familiar with how these grants affect the children who participate and their schools and local community. Having written the 1999 Oral History of the SS/HS Initiative, Irene Goldstein now has a unique perspective into the SS/HS grantees at all levels. From the grantee level to the sister Federal Agencies, she is aware of how these grants function. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
