Description
The United States and Tunisia have entered into a Trade and Investment Framework Agreement (TIFA). The U.S. Government provides technical assistance to the Government of Tunisia to ensure compliance with the TIFA. An integral part of this assistance has been capacity building in the management of Tunisian Technology-based Small and Medium Enterprises (SMEs). This assistance has benefited several Tunisian institutions, including venture capital firms, technology incubators, and business and engineering schools, many of which have recently aligned by creating a new Association (?Entrepreneurship and Innovation?). The Commercial Law Development Program (CLDP) activities, envisioned under the present Statement of Work, will build upon the foundation that has previously been laid. CLDP is seeking a University affiliated or U.S. Non-Profit Organization/ Contractor, to work with CLDP to provide assistance to Tunisian institutions for the management of their intellectual capital. In particular, the contractor may be called upon by CLDP to assist with the following: a. Evaluate the commercial potential, worldwide, of new technologies and/or products developed by Tunisian research centers or entrepreneurs; b. Design an Intellectual Property (IP) protection strategy for new technologies and/or products developed by Tunisian research centers or entrepreneurs, and assists these centers or entrepreneurs in implementing their IP protection strategy; c. Design a strategy to derive licensing revenues from new technologies and/or products developed by Tunisian research centers or entrepreneurs and assist these centers or entrepreneurs in implementing their technology licensing strategy; and d. Design a strategy for transferring to SMEs (Small and Medium-Size Enterprises) new technologies and/or products developed by Tunisian research centers or entrepreneurs. e. Coordinate and organize meetings and/or workshops in the U.S. The duration of the contract is for twelve months beginning on or about September 1, 2005. Award will be a Fixed Price contract and the procurement method shall be a competitive negotiated Request for Quote (RFQ). Source Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the to the Government based on the factors contained in the solicitation.
